Opportunity Summary The Oregon Health Authority, acting by and through its Public Health Division, Office of the State Public Health Director, is issuing this Request for Proposal pursuant to its authority under ORS 413.033; and ORS 279B.070 governing Intermediate Procurements. OHA is seeking up to two (2) contractors to provide the Work described in Section 4 of the RFP. The term of the resultant contract(s) is estimated to run from December 1, 2020 through June 30, 2021. OHA may amend for more time and money if additional funding and the need arises, but both contracts collectively will at no point exceed $150,000.
Every year, the Oregon Public Health Division (OPHD) collects health data from adults using a telephone survey called the Behavioral Risk Factor Surveillance System (BRFSS). State and local health departments rely heavily upon BRFSS data to inform programs and guide decisions meant to improve Oregonians' access to health care and reduce risk behaviors that are connected to illness, injury, and preventable conditions. BRFSS has a lack of data on the Pacific Islander community. Every year, despite significant investment from the state, there is an insufficient number of Pacific Islander participants to make BRFSS data useful for Pacific Islander communities and OPHD. Alternative approaches are necessary to collect information with and for this community about their needs and to support policies and programs to address those needs.
Toward that end, OPHD has asked Program Design and Evaluation Services (PDES) to co-develop and co-lead a culturally responsive data collection project with and for Pacific Islander communities in Oregon. The contractor(s) will co-lead the implementation of this Work and serve as liaisons to Oregon's Pacific Islander
