The General Services Administration (GSA) intends to issue a Request for Proposals (RFP) for a no-cost contract to provide Cafeteria Services to the Internal Revenue Service (IRS) – New Carrollton located at 5000 Ellin Road, New Carrollton, MD 20706. This cafeteria location houses approximately 600 seats. This cafeteria is to be operated for the benefit of an average of approximately 4,500 building occupants. The cafeteria location has the following historical sales data: 2017 Sales: Approximately $1,650,000 (sales were impacted by floor replacement in kitchen and servery - 8 month project) 2016 Sales: Approximately $1,980,000 2015 Sales: Approximately $1,870,000 Catering sales are approximately $3,000 per year and are included in the above sales figures. Existing Subway and Dunkin Donuts sales are included in the above sales figures. This acquisition is for a single award, firm fixed-price contract, at no cost to the government, covering the duration of this service. The period of
performance allotted for this requirement is a five-year base period plus two (2) five-year option periods. This award will be made in accordance with Federal Acquisition Regulation (FAR) 6.102, Use of Competitive Procedures. The selection process will utilize source selection procedures in accordance with FAR Part 15.3. This solicitation will be open to both large and small business professional firms. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102) which currently have active, properly staffed offices within the continental United States (including subcontractors). http://www.fbo.gov/. All qualified responsible firms are encouraged to participate in this procurement. Small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small businesses are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses. This notice of intent is not a request for competitive orders. However, all responsible sources will submit a capability statement within seven (7) calendar days after the publication which shall be considered by the agency. Responses received after the response date or without the required information may not be considered. A determination by the Government not to compete as result of information received is solely within the discretion of the Government. The projected award date is September 28, 2018.
