U--Notice of Intent to Award a Purchase Order to Environment for the Americas

The US Fish and Wildlife Service (USFWS), National Conservation Training Center (NCTC) in Shepherdstown, WV intends to award a purchase order to Environment for the Americas to update course materials and instruct course OUT8163 Connecting People with Nature through Birds June 5-8, 2017 at the Prairie Wetlands Learning Center located at Fergus Falls, MN. The course is designed for educators, outdoor recreation planners, naturalist/interpreters, community outreach specialists, resource managers, and others involved with educating people about birds, their biology and value in nature, and their conservation. The course trains participants on how to use birds as the focus of environmental, science and conservation education. The course involves classroom work and field activities. The course materials have been developed, pilot tested, updated annually and used for trainings between 2003 and 2016. An instructor's guide and participant notebook, course agenda, course evaluations and other materials have been developed and will be provided to update and revise based on participant feedback and current Service policies and priorities. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). This notice of intent is not a request for competitive proposals, however, all proposals received within 15 days after the date of publication of this notice will be considered by the USFWS. A determination by the USFWS not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the USFWS. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
