N00164-18-S-NB71- REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - PROCUREMENT OF REDESIGNED BRAKE ASSEMBLIES USED IN AN/ALQ 99 RAM AIR TURBINE- FSC 1680 - NAICS 336413Issue Date: 22 MAY 2018 - Closing Date: 31 MAY 2018 - 2:00 PM EDTREQUEST FOR INFORMATION (RFI) - The Government is issuing this RFI/sources sought announcement as part of market research for procurement of redesigned brake assemblies used in the AN/ALQ 99 Ram Air Turbine (RAT). There will also be an option included for procuring a technical data package update for five identified drawings, a drawing tree for the Ram Air Turbine P/N 953036-7-1 assembly, and an updated drawing set for all drawings comprising the Ram Air Turbine P/N 953036-7-1 assembly. Quantities required are estimated to be a maximum of 400 redesigned brake assemblies. The Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source contract to the original equipment manufacturer of the AN/ALQ-99
Ram Air Turbine (RAT) Generator Brake Assembly Honeywell International, Inc., 2525 West 190th St, Torrance, CA, 90504-6002. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the fact that Honeywell Aerospace has been the original Equipment Manufacturer of the AN/ALQ-99 RAT since originally developed, designed, and procured in 1972 for use on EA-6B, and now EA-18G Naval Tactical aircraft platforms. Under contract HQ0727-16-D-0008 through the NAVAIR Defense Microelectronics Activity, Honeywell Aerospace has been chartered to: 1) verify and validate the performance of a modified Generator and Governor Assembly developed in H94003-04-D-0008-0016 (DMEA CET 14-458) using Government installed bearings and seals, 2) determine the Mean Time Between Failure of a modified generator bearing system, 3) build a modified brake assembly, and 4) perform a Failure Mode Effects and Criticality Analysis for the ALQ-99 RAT Generator Assembly. The Government does not have rights to a technical data package necessary to compete the action. The cost to develop a technical data package suitable for competitive procurement would not be recovered through competition.In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above. Companies with the capabilities and facilities that would enable them to meet the Government's requirements may respond.
