SOLE SOURCE/NOTICE OF INTENTThe 502d Contracting Squadron, Joint Base San Antonio-Randolph, TX 78150, intends to solicit and award a sole source firm-fixed-price contract to GoEngineer, Inc., authorized Stratasys reseller to JBSA-Randolph. The action will be executed in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and 13.106-1(b)(1)(i), Soliciting from a single source not exceeding the simplified acquisition threshold. See attached redacted Sole Source Justification for additional details.The requirement is to provide the following:CLIN 0001: One (1) Each, Stratasys Fortus 450 MC Gen II System 3D PrinterThe 502d Trainer Development Squadron requires a Fused Deposition Modeling (FDM) 3D printer with a build envelope of not less than 16” x 14” x 16” and the ability to print a variety of materials to include ULTEM 9085 and Antero 800NA. ULTEM 9085 is the only additive manufacturing polymer approved for aerospace applications and USAF
weapons systems due its ability to meet flame, smoke, and toxicity ratings required by both the Federal Aviation Administration and the USAF. Antero 800NA is a polyetherketoneketone-based thermoplastic approved by Boeing due to its higher-fatigue characteristics and with a tensile strength that exceeds other materials including the approved ULTEM 9085. Antero 800NA is a necessity for specific weapons systems and 502 TDS trainers. Other 3D printer manufacturers surveyed were only able to print from one to six materials compared to the Stratasys Fortus 450, which has the capability to print up to 14 materials. No other 3D printer manufacturers were identified with the capability to be compatible with both ULTEM 9085 and Antero 800NA. Stratasys Fortus 3D printers are the only known commercial-grade industrial 3D printing systems that have the requisite build size, precision, and materials to meet Trainer Development’s mission to fabricate components used to construct simulators and aircraft-sized trainers to include the B-1B Armament System and C-17 Aeromedical Evacuation Trainer for the Air Force and DoD.This notice of intent is NOT a request for quote or proposal. However, interested parties may submit a narrative describing their capabilities and qualifications to fulfill the requirement via email to tyler.troge.2@us.af.mil with a copy to vivian.fisher@us.af.mil no later than 28 May 2021 at 2:00PM Central Time. Any costs incurred in submitting a capabilities statement will not reimbursed by the Government. Additionally, the information received will be evaluated solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
