This formal request for qualifications by the City is intended for the initiation and negotiation of a contract with a qualifying firm subject to City Council approval. The City of Abbeville is seeking Requests for Qualifications from qualified firms to perform construction management services for the renovation of the building at 104 W. Pickens into the City’s New Police Department Headquarters. 1.2. Please read all the requirements of this

request carefully. 2. Scope of Services Required Details of the project will be decided through meetings with the selected firm and City. 3. RFQ Schedule 3.1 RFQ Advertisement November 2nd, 2023 3.2 Deadline for submission of questions November 8th, 2023 3.3 Deadline for Receipt of Statement of Qualifications November 17th, 2023 3.4 Selection of Firm November-December 2023 4. Selection Process 4.1 A list of the names of responsive firms may be requested from the City. 4.2 Review. A panel review of qualifications will be made on the basis of criteria set forth in section 5 below. All responsive firms will be ranked. 4.3 Approval. The firm meeting the highest criteria rating will be submitted for approval by City Council at its next regularly scheduled meeting. 4.4 Contract Negotiation. Once approved by Council, negotiation will be conducted with the selected company. In the event a mutually acceptable contract cannot be negotiated with the selected company, the City reserves the right to suspend or terminate negotiations and negotiate with the next highest-ranking firm and so forth. Criteria The City will evaluate each RFQ based upon the criteria set forth below: 5.1 Firm and staff experience 60 Points 5.2 References 35 Points 5.3 Completeness of submission 5 Points 6. Other Considerations 6.1 All firms shall ensure compliance with all laws, rules, codes, ordinances, and licensing requirements that are applicable to the conduct of its business, including those of federal, State and local agencies having jurisdiction and authority. 6.2 The City reserves the right to modify, alter or change the scope, size or other aspects of this project. 6.3 Prospective firms shall submit all questions and requests for clarification of this RFQ to Mike Clary, Deputy Administrative Officer, via email at mclary@abbevillecitysc.com. Telephone inquiries will not be accepted. No questions may be directed to or contacts made with any other person not identified in this RFQ during the period of time this RFQ is made public until the final selection is made, except as otherwise provided herein. 6.4 The City will not respond to questions submitted after the submission of questions deadline. 6.5 This RFQ does not commit the City to the award of a contract or to pay any costs incurred in the preparation for a response to this RFQ. The City reserves the right to accept or reject any, all or any part of proposals received as a result of this request. A professional service agreement will be negotiated with the selected firm. 6.6 No costs incurred or related to the preparation and submittal of a response to this RFQ will be reimbursed by the City. Responders shall have no financial claim or entitlement of any kind against the City from submitting a Statement of Qualifications or in undertaking any work to produce materials related to this RFQ. 6.7 This RFQ does not obligate the City of Abbeville to accept or contract for any expressed or implied services.
