ADVERTISEMENT FOR BIDS   Sealed Bids for the Pump Station No. 7 and Manhole Rehabilitations  will be received, by: Lincoln County Manager’s Office C/O John Henry, Purchasing Agent 353 N. Generals Blvd, Executive Conference Rom  Lincolnton, NC 28093 Phone: 704-736-8478, Email: jhenry@lincolncounty.org Until 2:00 PM local time on July 27, 2021 at which time the Bids received will be publicly opened and read. For those that can’t attend in person, the bid opening will be broadcast over WebEX at https://lincolncounty.webex.com/meet/jhenry All bids must be submitted in a sealed envelope and plainly labeled on the outer most package “ RFB-2021-0727 Pump Station 7 and Manhole Rehabilitations ”. The inside and outside package shall include the
Contractor’s License Number. The Project generally consists of the rehabilitation of Lincoln County’s Pump Station No. 7 wet well, valve vault and five (5) manholes to include by-pass piping and/or pump around as required, cleaning, application of cementitious material to restore existing structure and installation of epoxy protective costing.  An Owner Add or Deduct cost is also requested for complete replacement of two (2) manholes as an alternative to rehabilitation. Bids will be received for a single prime Contract.   Bids shall be on a lump sum price basis as indicated in the Bid Form. The Issuing Office for the Bidding Documents is: W.K. Dickson & Co., Inc., 1213 W. Morehead St., Suite 300, Charlotte, NC 28208, Contact: Angela Hall at (828) 327-6911 or via email at ahall@wkdickson.com . Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. – 5:00 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents may be viewed and ordered online by registering with the Plan Room at www.wkdickson.com.  Please note that only Registered Plan Holders may submit a bid as a General Contractor. Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. The cost of printed Bidding Documents from the Issuing Office will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable.  Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of the Bidding Documents will not be available from the Issuing Office. The Pump Station No. 7 project site wet well, existing pump installation and adjacent areas will be open for examination by bidders between the hours of 10:00 AM and 11:00 AM on July 13, 2021 . All bidders must attend this pre-bid site visit to examine the sites and interior of the wet wells, vaults and related manholes.  Visitation to the pump station site must be documented by registration to be eligible to bid.     E-mail all questions regarding specifications or requirements to Angela Hall at ahall@wkdickson.com . E-mail clarification of the bid process to John Henry at jhenry@lincolncounty.org . Proposers are not to contact any County employee other than the one listed above. Questions must be submitted by 1700 hrs. on the 7 th day prior to the bid opening. All clarifications, answers to questions and changes made to the RFB will be responded to by written addendum. The addendum will be available on Lincoln County’s website at www.lincolncounty.org/bids under the Request for Proposal and from the Issuing Office on or before 1700 hrs., on the 4 th day prior to the bid opening.   Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. Lincoln County reserves the right to reject all bids, to waive informalities and technicalities, and to cancel the Bid Process at any time.
