The information received will be used within the Mississippi National Guard to facilitate the decision making process and will not be disclosed outside of the agency.The Purchasing and Contracting Division at the USPFO for Mississippi is seeking sources capable of providing instructional services to law enforcement agents for common Street Drugs at the Regional Counterdrug Training Academy (RCTA) in Meridian, Mississippi. This service requirement is recurrent. A five (5) year multiple-year contract with a mandatory base year and four (4) option years is contemplated.  All instruction will be provided in locations determined by the RCTA, in its primary training area, for up to 40 attendees per class iteration, with approximately 40
hours of instruction per class iteration. RCTA’s training area includes various parts of the Southeastern United States. The class is expected to be conducted in ten (10) class iterations for the base year and up to fifteen class iterations for each option year.The instructional services at minimum shall cover the appearance, price, method of distribution, pharmacology, indications of use, indications of possession, methods of transportation, and means of concealment of drugs in the major drugs categories (stimulants, hallucinogens, opiates, marijuana, alcohol, depressants, inhalants, dissociative anesthetics, etc.), including proceeds of illegal controlled substance. The services shall include in depth instruction on the indications of use for those operating motor vehicles or conveyance. The services shall also include the use of equipment that the trainee utilizes to assess potential controlled substance user. In order to determine the success of instruction, the instructors shall provide practical and written exams. The course’s content shall be updated actively to include changes in drug trends, new drugs used, and changes in instructional and detection technology.RCTA will provide the classroom and necessary computer related equipment normally used for PowerPoint presentations, such as a projected and sound system. RCTA will register all attendees, provide certificates, and ensure law enforcement standards are meet for necessary credit in each state used.The instructor(s) shall provide all handouts, all equipment used to determine controlled substance use, written exams, and all instructional aids.The instructor(s) of the course must be declared an expert in the detection of controlled substances and how they are used. The instructor(s) must have significant experience in full time drug enforcement and in teaching the use, detection, pharmacology, and recognition of controlled substances.Purchasing and Contracting at the USPFO for Mississippi is also seeking to determine if there are two (2) or more small businesses that can perform the required instructional services.The North American Industry Classification System (NAICS) Code for the requirement is 611699- All Other Miscellaneous Schools and Instruction with a Small Business Size Standard of $11.0 million.This is a Request for Information (RFI) and does not commit the U.S. Government to issue a solicitation, make an award, or pay any costs associated with responding to this announcement.
