QUESTION: Are we to include concrete demo in the line item prices for sidewalks, slabs and curbs? What if it is a new sidewalk with no demo, only grass removal? Does HCPS intend to pay the same SF price for a new sidewalk which only requires removing grass as it pays to remove and replace an existing sidewalk? The RFP has an estimate of 68,900 SF of concrete removal. Historically, concrete has rarely been removed without also replacing it. 8/18/2022 12:09:01 AM 1. Yes. A minimum linear footage for grinding is included in the price list, however there is no mention of a minimum square footage for concrete items. Without a minimum, the contractor will be obligated to mobilize crew and equipment for any size project, even a small patch of 25 SF. Last year, one of the three contractors was called out for a minimum repair 17 times. Unless a call out fee or a minimum square footage is established, this could become a financial burden for the contractor. And the cost of concrete demo is now to be included in the SF price for all concrete line items, regardless of whether there is concrete to demo or not. 50 SF is not enough to mobilize a crew. The general rate of inflation since this contract was last bid in 2017 is 21%. However, concrete prices have risen 36% and steel 67% over the same timeframe. Using the line item prices from the 2017 pricelist and adjusting for inflation translates to a minimum purchase order of $486 - $783 for 50 SF of 4” concrete sidewalk. 100 SF is closer to where the minimum should be to make it feasible for the contractor. Hopefully, the district will reconsider that minimum square footage. 8/23/2022 5:15:10 PM HCPS is firm with the 50 sq ft. 8/26/2022 12:26:20 PM Previously, block masonry work has been performed under this contract when a dumpster enclosure was requested. If a dumpster enclosure should be required under this new contract, rental of a concrete pump truck will be necessary to fill the lintel with grout. Concrete contractors do not typically own a concrete pump truck. A pump truck rental rate is usually $300 - $600 for the small pump size needed for a dumpster enclosure. The block and mortar can be a "balance of line" item, and the labor can be charged under the miscellaneous screed services labor rate, but the district needs to determine how the pump truck rental will be covered. 8/23/2022 7:04:29 PM Block Masonry or jobs such as those will be bid out separately as turn key projects. 8/26/2022 12:26:51 PM Item #22 Is concrete thickness greater than 4in.? 8/26/2022 8:31:28 AM It will vary depending on the specific job. It should be assumed that each concrete removal is between 4"-6". The District does not expect to have many scenarios where concrete will be removed and not replaced. It is the vendor's responsibility to immediately document and report to HCPS any conditions that were unforeseen at the time the work request was quoted so that provisions can be made. Our proposal prices are valid for one year. The Bid does allow for price increases within the term: 5.2.1 Prices/Rates. Question asked: Please clarify how the lowest-cost proposal will be tabulated. Will the estimated quantity on the price list be utilized in that tabulation? Answer: RFP, so price is only one consideration. Vendor will have to have the ability to perform all services required in the RFP. I think all of us understand that price is not the only consideration, however according to the RFP, price has a value of 30%. I would ask that a direct and explicit answer be provided for my question: WILL THE ESTIMATED QUANTITY ON THE PRICE LIST BE UTILIZED IN THE LOWEST-COST TABULATION? Clarity is necessary as the bid totals can be skewed greatly by altering a few line items with high quantity values. Such as the line item for demo is 68,900, but it has been stated in replies to questions, that the district does not expect much demo without concrete replacement. So if someone bids .50 cent less than me on the demo, then their bid total is $34,450 less than mine. However, my other line items may have a lower UOM price and be a better value for the district. The quantities are VERY important if they are to used in the tabulation. If the quantities are not to be used, then in reality, they should be removed from the price list spreadsheet. 8/31/2022 8:28:37 PM Per (page 18) 2.6 AWARD 2.6.1 Award by Group, Category, Area, or Item.
