This is a Pre-Solicitation announcement to inform potential offerors of the Department of Veterans Affairs intent to advertise for bids the project entitled Replace Yellow and Red Entrances, Project No. 553-21-206 to be accomplished at the John D. Dingell Veterans Administration Medical Center (VAMC) located in Detroit, MI. An Invitation for Bid (IFB) is planned to be issued on or about December 9, 2022. The projects general scope of work is to furnish all necessary labor, tools, miscellaneous materials, equipment, and supervision as specified in drawings and specifications to renovate the north (red) and west (yellow) personnel entrances to the medical center. Each entrance is approximately 1230 SF. The project will replace 6 doors at each entrance, along with the fire sprinkler systems, HVAC systems, flooring and ceiling. This project will address condition gaps related to the existing revolving doors and energy gaps related to the loss of heat/cooling at the sliding doors, and all
other necessary resources to accomplish the aforementioned work. The period of performance for the project is One Hundred Eighty (180) calendar days after the Notice to Proceed. Complete details of the project requirements will be provided via issuance of the solicitation. The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Industrial Building Construction, with a small business size standard of $39.5 million. Magnitude of cost for this project is between $500,000 and $1,000,000. The Government intends to award a Firm Fixed Price Contract within 120 days from bid opening date. This acquisition is a 100% set-aside for qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB). Only offers from verified SDVOSB s registered in the Vendor Information Pages (VIP) database (https://vetbiz.va.gov) at the time of offer submission shall be deemed responsive. All non-responsive bids shall be rejected and ineligible for award. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc. is available until issuance of the solicitation via Contract Opportunities. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download from the Contract Opportunities website located at https://beta.sam.gov on or about December 9, 2022. Further details of all dates and events, including site visit and bid due date, will be available in the solicitation. Contract Opportunities website is the only official location to obtain solicitation information and documents. A bidders list is not maintained. Offerors are advised that they are responsible for obtaining all bidding documents via Contract Opportunities and for monitoring the Contract Opportunities website for any changes to this announcement and pending solicitation.
