The U.S. Army Corps of Engineers (USACE) Savannah District (SAS) issues Invitation for Bid (IFB) solicitation for a firm-fixed price (FFP) construction contract for project number TM-70427-7P Range 17 Water and Erosion Control, Fort Gordon, GA.The project is competed in accordance with FAR Part 14, Sealed Bidding. PROJECT DESCRIPTION: The Design Water/Erosion Control project is on Fort Gordon, Georgia, on a portion of the MPMG Range 17. This project provides drainage solutions to reduce the maintenance burden on range maintenance staff by stabilizing the service roads and range grounds around targets and allowing dry access to targets by improving conveyance of stormwater from on-site to off-site.The conceptual design for this project includes pipe and channel conveyance structures for draining the ponding areas, managing the erosive runoff, and stabilizing the eroding service roads. The following summarizes the area-specific design elements:Ponding Area 1 – An18-inch-diameter
reinforced concrete pipe (RCP) will be routed from the low areas toward the west, approximately 8 feet deep and 600 feet long.Ponding Area 2 – This area ponds surface water semi-permanently over about 5 acres, creating access issues for three targets and inundating the firebreak along the perimeter. An open drainage channel will be constructed to reduce ponding in this area enough to avoid affecting targets.Erosion Area 1 – Scope of work involves construction of swales and channels to control stormwater runoff from this area and convey runoff to the south, protecting against erosion and protecting target access service roads. The channels at the head of the range to the 300-meter line will be lined with grass, and a turf-reinforcement matting (TRM) will be applied to resist erosive runoff velocities. The gravel service roads will be reinforced with geocells at low points where erosion has occurred.Erosion Area 2 – A riprap-lined channel will be constructed to direct the collected stormwater off-site and be routed through a culvert beneath the west perimeter firebreak road and discharge to a riprap apron.The period of performance of the project is 365 calendar days after notice to proceed.Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting that a firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded.TYPE OF SET-ASIDE: This requirement will be solicited as a 100% Service Disable Veteran Owned Small Business Set-Aside.ADDITIONAL INFORMATION: Specific information pertaining to this procurement is available in the solicitation.
