The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Environmental (EL), Aquatic Ecology and Invasive Species (EEA) Branch intends to award a contract on a sole source basis to Percival Scientific Incorporated, upon the basis of the authority provided at FAR 13.106-1 (b)(1).ERDC-EL-EEA intends to purchase of QTY 2 each: Percival LT-36VL low-temperature plant growth chambers are required to culture and experiment with plant species and their insect pests under freezing or near-freezing controlled-conditions.These chambers must to meet our obligations to the Aquatic Plant Control Research Program (APCRP). APCRP has funded EEA to develop better cold-adapted insect herbivores to control invasive plant species that occur in the temperate US.The equipment must have the following performance characteristics:• Range of temperatures (with lights on) between -10-44°C• Light intensity of lights ≥ 300 μmol/m2/s with light banks on exterior of chamber• At
