FB23190 Easton Mobile Classroom Relocation/Repurpose Page 1 of 55 ADVERTISMENT FOR BID Pursuant to N.C.G.S. 143-128, 129 and city policy, sealed proposals endorsed “Easton Mobile Classroom Relocation/Repurpose - FB23190” will be received by City/County Purchasing, City Hall Building, 101 North Main Street, Winston-Salem, North Carolina 27101 until 11:00 am, February 15, 2023, at which time they will be publicly opened and read aloud on front steps of City Hall. The City reserves the right to reject any or all proposals. Contractors must be properly licensed at time of bid as required by Chapter 87 of the North Carolina General Statutes. The scope of work on this project involves relocating and refurbishing an existing mobile trailer/classroom unit at the Easton Elementary School site, to be repurposed into a Community Center space. There will be minimal site/civil work in preparing the new pad location and stairs/ramps and sidewalks; hauling the trailer across the site to its new location; some structural foundation work; limited plumbing and electrical work tying back into utilities at the new location; and some interior walls and finishing work. Technical questions concerning this bid should be submitted in writing to John Faron at jfaron@moseleyarchitects.com by 5:00PM, Wednesday, February 8, 2023. A virtual Pre-Bid conference will be held at 11:00 am, Thursday, January 26, 2023, via Microsoft Teams. Meeting link provided upon request. The purpose of this conference is to explain the City of Winston- Salem’s Minority and Women Business Enterprise Program requirements and scope of work for this project. Staff will be available to answer technical questions concerning the work and regarding the city’s M/WBE program. Compliance with the City of Winston-Salem’s M/WBE program is required in accordance with the Instructions to Bidders contained in the specifications. The M/WBE subcontracting goals for this project are 10% MBE, 9% WBE and must be met separately. The low bidder who fails to meet said goals must submit Affidavit ‘D’ and their full Good Faith Effort documentation within 24 hours. Likewise, an Affidavit ‘C’ is required of the apparent low bidder who meets the M/WBE goals.
