LEGAL NOTICE RFQQ #20-DCYF-JR-013 Construction Trades Apprenticeship Preparation Program The State of Washington, Department of Children, Youth, and Families (DCYF) intends to post a RFQQ for a Construction Trades Apprenticeship Preparation Program on the campus of Green Hill School, a DCYF Juvenile Rehabilitation Facility. In alignment with Executive Order 16-05, Building Safe and Strong Communities Through Successful Reentry, DCYF intends to implement apprenticeship preparation training for individuals who are residing in a correctional facility. Research shows that individuals who have training and certification in the Trades have reductions in future system involvement including impacts to recidivism. Due to changes in recent Legislation E2SHB1646 and E2SSB 6160, Juvenile Rehabilitation (DCYF/JR) is now providing rehabilitation and reentry services for individuals up to age 25 (previously 21). This change requires adequate programs and services to meet their needs. Advancement of
career and technical education programs is essential for an older population to ensure independence and self-sufficiency. All Responders must meet the following minimum qualifications: Responders must: Must be licensed to do business in the state of Washington or provide a commitment that it will become licensed in Washington within thirty (30) days of being selected as the Apparent Successful Bidder (ASB). Be a recognized construction trades pre-apprenticeship program through Washington State Labor and Industries (L&I) or be able to show that the process is being initiated with L&I. Must be aligned with a college to offer student college credit or dual credit (HS and College). Have at least 2 years’ experience understanding of adolescent development including the ability to work with students who may have special education needs and/or behavioral challenges that require additional support. Demonstrated competency in relating to clients from diverse backgrounds and cultural groups. The RFQQ will be issued on or about November 17, 2020 and responses will be due on January 4, 2021. On the date indicated, DCYF shall post the RFQQ, Sample Contract, and any attachments and amendments relating to the RFQQ, on Washington’s Electronic Business Solutions (WEBS). WEBS can be accessed at: https://fortress.wa.gov/ga/webs/. All Responders must register as a vendor on WEBS, using an appropriate commodities code listed in the RFQQ, and must download the RFQQ and any attachments from WEBS. This should be done as soon as possible in order for responder to receive notifications automatically generated on WEBS.
