The Contractor shall provide a Therapeutic Community program within designated Youth Conservation Camps that facilitates a rigorous re-entry and transitional planning curriculum appropriate for the developmental stage of participants between the ages of 17.6 to 25. The primary goal of the program is to help participants develop and access the necessary skills, tools, and resources to successfully transition back into the community; in addition, a restorative justice component provides participants and their victims the opportunity for guided and healthy discussions that focus on accountability, victim restoration, and community
