Position Summary:

City of Prescott Department of Public Works is seeking an experienced, knowledgeable and professional Project Manager to assist with the planning, development and management of the City's Water Resources. Under the general supervision of the Administrative Support Services Manager, the ideal candidate has extensive experience and skills in project development, modeling, budgeting, reporting, planning, team coordination, public information/involvement and communication, design and construction management.

 

Minimum Qualifications:

Education and/or
Experience:

A Bachelor of Science degree in Engineering, Natural Resources, Physical Sciences, or closely related field.  An additional five (5) years work experience in Water Resource Management is required

 

 

Essential Duties:

Manages all aspects of water resources including but not limited to supply types and their related state statutes and rules. 

Coordinates and implements Prescott AMA (Active Management Area) management plans; ensures compliance with current AMA-wide and statewide water regulations.

Acts as staff liaison in representing the City on matters related to Water Resources with the Arizona Department of Water Resources (ADWR), the Arizona Department of Environmental Quality (ADEQ), and organizations such as NAMWUA, GUAC and others as assigned.

Prepares and submits various Water Resource reports to Arizona Department of Water Resources and other State agencies as required.

Annually updates and maintains the City's Water Resource Management Model (WRMM) and databases with the support of other City Departments that house critical baseline data which assesses water system usage and the effectiveness of community based education efforts towards conservation. 

Develops and implements a Water Conservation Program, including multiple educational platforms for various age groups, participating in community activities to support Water Resources mission, and collaborating with other groups or agencies within the community to build successful projects that reflect Water Resources mission.

Manages activities related to the Big Chino Water Ranch (BCWR) analytic monitoring, property maintenance and contract oversight; Comprehensive Agreement No. 1, or other agreements as needed; represents the City at various levels of communications with BCWR partners and outside agencies. 

Provides guidance and recommendations to City Council and City Management on Water Resource topics; responds to internal and external inquiries, provides information, researches problems and concerns, and initiates resolution.

Updates the City Manager's office regarding current and proposed legislation and regulations regarding Federal and State water and environmental issues, and administrative regulations affecting water resource management assignments.  Makes recommendations on City positions for proposed legislation affecting Water Resources, conservation, historical water practices, decisions and current issues.

Provides staff support to Council Subcommittees related to water resources, including agenda preparation, staff reports, research and presentations. 

Provides technical assistance to City Departments to facilitate understanding of Water Resource regulations.

Works in a collaborate manner to review and update the City's Water Management Policy as well as applying and interpreting the policy that is approved by Council; Attends and presents at City Council meetings, as required.

Manages historical, current and future water service agreements as needed, tracking the accounting of water contracts with elevated details not housed in the WRMM such as but not limited to the Chino Valley Irrigation District Intergovernmental Agreement, and Deep Well Ranch. 

Makes recommendations and/or assists with large scale projects related to City assets such as Watson and Willow Lake Reservoirs which have a water supply component.  

A
ssists the Legal Department with required updates to the Cities Decision and Order of Assured Water Supply.

Maintains Assured Water Supply statistics and documentation. 

Assists in the development of a Water Resource Management budget and completes special projects, as needed.

Written and verbal communication skills in both one-on-one and group settings.

Organize workload, set priorities, meet deadlines and complete follow-up tasks, while working on multiple projects.

Using tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
 

 

Physical and Visual Ability
:
sufficient to effectively and safely perform required duties and to safely operate City vehicles, position related field equipment and adhere to basic safety requirements related to lifting, remote locations, etc.

 

Hearing and Speaking Ability
:
sufficient to clearly, concisely and effectively communicate in person and over the radio and telephone.
