The goal of this procurement is to increase community-based access to and receipt of COVID-19 vaccination for residents of communities and/or members of populations identified by the Massachusetts Department of Public Health (DPH) as experiencing disproportionate impacts of COVID-19. Procured services described in this RFR are intended to optimize access to vaccination for priority populations statewide including: Black, Indigenous, People of color (BIPOC) and/or Latinx individuals; people with disabilities; individuals experiencing homelessness; individuals with mental illness; people with substance use disorder; residents who do not speak English, or who prefer to speak in another language; residents who do not have access to public transportation or who have barriers getting to a vaccination site; and residents who may not be comfortable accessing vaccine in traditional healthcare settings. There will be a focus on scaling up these services quickly, concentrating delivery of services in the first 6 to 9 months of this procurement, and sustaining services over the course of the procurement as directed by
