Description:The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM MAS), is seeking sub sonic ammunition technology suitable for U.S. Army sniper weapons use.  This capability must be compatible with existing precision munitions small arms.  Sources will provide information to describe sub sonic ammunition that can enhance mission survivability by providing a cartridge that minimizes noise and visual signatures when fired through a suppressed weapon.Specifications:  The Government is seeking to identify industry partners with existing sub sonic ammunition technology to help further our understanding of current commercial precision capabilities.  The Government is looking for 7.62mm, .300, and .338 sub sonic ammunition capabilities that can reliably operate in the M110 Semi-Automatic Sniper System (SASS), Squad Designated Marksman Rifle (SDMR), and Precision Sniper Rifle (PSR) weapons systems.  The sub sonic
cartridge must function reliably at all operational temperatures.  The Government also requests vendors provide effective range data and defeat capability included in their response.  SEE CAPABILITY TABLE ATTACHMENT for descriptions the Government is looking to assess in this Request for Information (RFI).SEE CAPABILITY TABLE ATTACHMENT Submission Information: THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.  All sources with existing sub sonic ammunition technology that meets the aforementioned capability descriptions are encouraged to submit their abilities/capabilities.  Please be advised that the Government will not pay for any information submitted under this announcement.  Interested companies should submit their qualifications and capabilities electronically within 30 days of this notice to both Tim Cassidy, Contract Specialist, at timothy.j.cassidy12.civ@mail.mil and Katherine N. Conklin, Contracting Officer, at katherine.n.conklin.civ@mail.mil.Interested companies should respond by providing the Government the following information:(1) Name of company and CAGE Code;(2) Point of Contact’s name, telephone number and E-mail address;(3) Company address;(4) Business size information;(5) Identification of whether you are interested in this opportunity as a prime or a subcontractor;(6) A brief summary of the company’s capabilities that relate to ammunition (to include organizations, description of facilities, equipment, manufacturing process, inspection capability, skills, personnel) and potential subcontractors’ capabilities;(7) A brief summary of possible partnering/teaming arrangements;(8) A brief summary on which round(s) are being proposed, relative test data showing how they meet the requirements, a summary of the production rates they could meet each year (assuming ramp up if necessary)Please identify any proprietary information submitted. This is a request for information, not a pre-solicitation notice.   If a formal solicitation is generated at a later date, a solicitation notice will be published.   All information is to be submitted is at no cost or obligation to the Government.Amendment 1 is to answer Industry questions below:1. Industry Question 1: The requirement states that it must reliably operate in a M110 rifle as well as the SDMR and PSR systems.  Does this mean that the subsonic ammunition must cycle the M110 rifle or just reliably fire from that platform?  If it must cycle the rifle, should we assume that it will be fired suppressed?Government Response: The subsonic ammunition must cycle the M110 weapon, and it will be fired suppressed.2. Industry Question 2: What is the objective maximum effective range would be and what the desired Termini al Effects or barrier defeat? Government Response: There is no terminal effects, or barrier requirement.  The max effective range would be 300 meters.
