Notice of Intent for Milestone Video Surveillance SystemUnder the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, purchase, and installation of Milestone Video Surveillance System for the construction of a Fire Station Headquarters and an Air Passenger Terminal at Hanscom Air Force Base in Lincoln, Massachusetts. Hanscom AFB has instituted a base-wide standard for video surveillance system. The base standard is Milestone Video Surveillance System. All security video devices associated with the project must be fully integrated into the existing video management system. Having a base-wide standard for the video surveillance system allows base security forces to operate and maintain one system. The existing Milestone Video Surveillance system used on HAFB operates based on a proprietary control system and software. For the components of any new video surveillance system to connect to the existing system, the hardware and software
must be from the same manufacturer. Installation of any other video surveillance system could result in the inability to manage and monitor cameras from the existing interface. Having a base-wide standard has improved base security by allowing security forces to have consistent surveillance video from site to site.If a different Video Surveillance system were to be used for this project, it would limit the ability of security forces to monitor, operate, and maintain the new systems. Security forces have been trained in the operations and maintenance of the Milestone system and would have to be trained similarly for any new system. This would require duplicate training and the duplication of hardware and software.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Milestone Video Surveillance System. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Milestone Video Surveillance System is solely within the discretion of the Government.
