purchasing@cityofpalmdale.org Bids to Purchasing Division Owner's Agent Human Resources Description Scope of Services The City of Palmdale is requesting proposals from consultants to conduct a Classification & Compensation Study. The City seeks assistance in reviewing the existing job descriptions and compensation steps, including all benefits, analyzing current jobs performed by employees, determining the correct market pay for each position, establishing the market value of the employee benefits package, and providing a market analysis of the total compensation including salary and benefits. The consultant should make recommendations for adjustments to pay and benefits that may be needed. All recommendations must comply with state and federal laws. These services should be efficient and economical; adhere to industry standards and best practices. The City will award a Contract to the Consultant whose offer represents the “best value” to the City, price and other factors considered. The purpose of the Classification and Compensation Study is to address the key objectives that are outlined below: • Attract and retain qualified employees by ensuring compensation is competitive in the market. • Ensure positions with similarity in complexity, responsibility, knowledge, skills, and abilities are classified together. • Provide salaries in proportion with assigned duties. • Ensure that promotional opportunities are clearly defined and provide recognizable compensation growth. • Offer justifiable pay differential between individual classes. • Maintain competitive salaries and benefits in comparison to other regional government entities. • Offer recommendations as to how the City can better align its compensation system with industry best practices where applicable.
