INTRODUCTION

The Department of Mental Health (DMH) is soliciting fixed price proposals to support the implementation of a Building Flourishing Communities (BFC) initiative. BFC is a proven public health model that provides important information about early childhood development to Vermonters and engages Vermonters in discussion and action to address the factors that lead to poor health outcomes and much of the difficulty so many have in succeeding at work and in family life. BFC works to spread information about how to help our children grow up with strong, addiction-resistant brains, the ability to build meaningful relationships, focus on their work, and remain calm under stress.

REQUIREMENTS FOR SUBMISSION

SCOPE OF SERVICES REQUESTED

The objective of this RFP is to:

• Increase reach of BCF to Vermonters from all socio-economic groups
• Improve understanding among all socio-economic groups of early brain development, resilience and the Strengthening Families Five Protective Factors
• Improve training opportunities and increase Facilitator participation
• Support Facilitators in all aspects of their volunteer work

RFP Requirements to meet objectives:

Requirements are broken down into three broad categories:

1) Half-Time Coordinator:

The proposal shall include a half-time (.5 FTE) coordinator responsible for:

• Interfacing with DMH:
o Work closely with the DMH Director of Mental Health and Health Care Integration, including submit all proposed project work to them for approval
o Attend BFC Steering Committee meetings, as requested
o Work collaboratively with other state departments and agencies as well as community partners
• Assisting BCF Facilitators:
o Assist in the design, organization, and set-up of train-the trainer events
o Assist with scheduling events, finding locales for events, and informing local communities when BFC events are scheduled
o Assist in creating engaging, interactive modules using the BFC information, including production of professional documentation for use by Facilitators
o Support Facilitators in carrying out evaluations of all events as well as enter and track evaluations on BFC team website
o When new facilitators are needed, identify and interview candidates, recommend new trainers to DMH Director of Mental Health and Health Care Integration, and oversee training of new facilitators
• Managing facilitators across the state
• Maintain public- and private-facing websites with current material

• Work to assure the diversity of Vermont is taken into account including culture, race, language, ethnicity, gender, sexual orientation, disabilities (including but not limited to sight, speech, hearing, physical) and age.

2) Professional Services:

The RFP must outline how the bidder will assure the following professionals services are done in support of the coordinator services outlined above:

• All stipends/reimbursements shall be made in a timely manner through the vendor’s business office
• All stipends/reimbursements made shall be fully documented
• The half-time coordinator shall be provided the same employee orientation received by all employees of the bidder’s office
• The half-time coordinator shall have the use of a computer with basic software applications (such as Windows Office or a comparable OS) and Internet access
• The bidder shall provide quarterly progress reports to the DMH Director of Mental Health and Health Care Integration

3) Management of Grant Funds

The RFP must outline how the bidder will assure all funds will be spent according to the budget (attached).

Note:
• A timeline for fund expenditures will be determined at the time of award.
• If a second-round of funding becomes available, the Department of Mental Health will manage that process and a new RFP will be issued.

PROPOSAL FORMAT

Use standard 8.5” X 11” page size. Documents must be single-spaced and use not less than a twelve-point font. Pages must be numbered. The bid should be comprehensive, yet concise.

The bid should follow the sequence of information requested in the “Bid Requirements” section below. State your organization’s name on each page of your program bid and on any other information you are submitting:
1. A brief description of the organization which includes its history, organization structure and size, and qualifications to provide the required services. Please include a description of your organization’s past community work in trauma and resilience, and any internal policies, protocols and/or training for staff addressing trauma-informed practices.
2. A statement and discussion of the Proposer’s analysis of the RFP requirements. This should include:
a. How the staff and services needed will be provided
b. Statement and discussion of anticipated major difficulties and problem areas (if any), together with potential or recommended approaches to their solution.

Confidentiality. To the extent your bid contains information you consider to be proprietary and confidential, you must comply with the following requirements concerning the contents of your cover letter and the submission of a redacted copy of your bid (or affected portions thereof).

The successful response will become part of the contract file and will be a matter of public record, as will all other responses received. If the response includes material that is considered by the bidder to be proprietary and confidential under the State’s Public Records Act, 1 V.S.A. § 315 et seq., the bidder shall submit a cover letter that clearly identifies each page or section of the response that it believes is proprietary and confidential. The bidder shall also provide in their cover letter a written explanation for each marked section explaining why such material should be considered exempt from public disclosure in the event of a public records request, pursuant to 1 V.S.A. § 317(c), including the prospective harm to the competitive position of the bidder if the identified material were to be released. Additionally, the bidder must include a redacted copy of its response for portions that are considered proprietary and confidential. Redactions must be limited so that the reviewer may understand the nature of the information being withheld. It is typically inappropriate to redact entire pages, or to redact the titles/captions of tables and figures. Under no circumstances can the entire response be marked confidential, and the State reserves the right to disqualify responses so marked.

ADDITIONAL INFORMATION

DMH reserves the right to accept or reject any or all bids. If a contractor is selected, representatives will be invited to negotiate a contract.

DMH will not pay any bidder costs associated with preparing or presenting any proposal in response to this bid.

The contractor will agree to the State of Vermont usual contract and payment provisions. These specifications are posted with this bid and include:
