This is an unrestricted procurement under NAICS 236220.  The magnitude of construction is between $25,000,000 and $100,000,000.Design and construct a new approximately 169,000 sq. ft. Medical Dental Clinic to support a variety of functions to include Command/Administration, Optometry, Family Health/Internal Medicine, Physical Medicine, Student Health, Public Health, Flight Medicine, Pharmacy, Pediatrics, Clinical Lab, Women's Health, Radiology, Behavioral Health Sciences, BEE, Allergy/Immunizations, TOPA, Medical Logistics, Information Management, Education and Training, and Dental. An ambulance shelter, JBAIDS lab, and MRI trailer pad/hookup are also part of the new facility requirements. Supporting facilities include utilities, site improvements, parking, access roads, and environmental protection measures.The project will be designed in accordance with Unified Facilities Criteria (UFC) 4-510-01 Design: Military Medical Facilities, UFC 1-200-01 General Building Requirements, UFC
1-200-02 High Performance and Sustainable Building Requirements, UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings, barrier free design in accordance with DoD, ABA (Architectural Barriers Act) Accessibility Standard and DEPSECDEF Memorandum "Access for People with Disabilities" dated 10/31/2008, and MHS World Class principles per World Class Checklist Requirements. The project will be LEED New Construction (NC) Silver certified. Operation and Maintenance manuals, enhanced commissioning, and structural interior design (SID) will be provided by the contractor.Architectural: The project's interior and exterior functional aesthetics and character shall comply with Installation Architectural Compatibility standards, originate a comprehensive and harmonious blend of design features and create an inviting modern healthcare facility image while promoting sustainablity, require minimum operation and maintenance inputs, reflect the military hierarchy of their occupants and blend harmoniously with the existing style and context of development in the area.The interior design goal is to create a healing environment for patients and their families. Incorporate the exterior architectural design elements, palette and materials into the interiors producing a cohesive, unifying overall design. The D-B Contractor shall be required to closely coordinate interior requirements with the Initial Outfitting Contractor (separate contract).Structural: Structural design will be required in accordance with the UFC 3-301-01, ASCE 7, IBC, and other applicable codes, criteria, and standards. Antiterrorism Force Protection measures shall be accounted for in accordance with the requirements of UFC 4-010-01. Soil conditions are such in the area that slabs on grade and spread footing foundations are not allowed.Mechanical: The HVAC systems for this project are to support the medical function of the facility and shall provide heating, ventilation and cooling with a design intended for personnel comfort and cooling of electronic equipment (computers, servers, communication equipment, printers, etc.). The design shall conform to the requirements of UFC 4-510-01, UFC 3-410-01, and UFC 4-010-01 and also comply with all provisions of the Air Force Medical Support Agency (AFMSA) Quality Standards & Design Principles, and ASHRAE 15 Safety Standard for Refrigeration Systems. The design shall incorporate all requirements of UFC 4-010-06 Cybersecurity of Facility-Related Control Systems. All equipment shall be of the high-efficiency type and in compliance with UFC 1-200-02. All equipment and controls shall be designed, constructed and configured to integrate and communicate via the BACnet communication protocol.Plumbing: The plumbing and medical gas designs for this facility shall conform to the requirements of AFMSA Quality Standards and Design Principles; UFC 4-510-01; UFC 3-420-01; International Plumbing Code; NFPA 99; UFGS 22 00 70 Plumbing, Healthcare Facilities; and UFGS 22 60 70 Gas and Vacuum Systems for Healthcare Facilities. The plumbing design for this Project shall include new piping systems for all sanitary waste and vent, storm drainage, domestic hot, cold and recirculating water piping systems for the new Medical/Dental Clinic.Medical gas systems to be provided for this facility includes compressed air (dental, medical laboratory, dental laboratory); vacuum (dental surgical, oral evacuation (OE); particulate collection and exhaust (dental laboratory); and positive pressure bottled gases as required (oxygen (O), high purity air (A) and associated manifolds and equipment. Piped medical gases are not required in the medical clinic so any medical gas use will be provided by portable bottles.Electrical: The electrical power systems for the facility shall be designed to provide a high degree of efficiency, reliability, durability, maintainability, controls, and energy savings. The Electrical systems shall be designed in accordance with UFC 4-510-01. Switchboard and panelboard busses and transformer windings shall be copper. Lighting control panels, occupancy sensors, bi-level switching, high efficiency light fixtures and full cut-off exterior lighting fixtures shall be some of the strategies used to achieve a lower lighting power density and to aid the achievement of important LEED credits.Per UFC 4-510-01 multiple spaces and room codes in the Program for Design (PFD) will have an expected Patient Care Room function of Category 2 (General Care). The patient care categories of UFC 4-510-01 correlate to NFPA 99 definitions for these rooms. Per NFPA 99, a Category 2 room shall be served by an Essential Electrical System, requiring an alternate power source in accordance with UFC 4-510-01. An Essential Electrical System (ESS) shall be provided for this facility, designed in accordance with NFPA 70, Article 700 Emergency Systems.Communications: The design shall be compatible with the Base Network systems and shall be in accordance with UFC 3-580-01, UFC 4-510-01, and DHA LAN/WLAN Upgrade Technical Requirements and Guidance. It shall also comply with most current industry standards to include ANSI/TIA/EIA 568, 569, 606, 607, 758, and 1179. UFC 4-510-01 and TIA 1179 shall take precedence over UFC 3-580-01.Fire Protection: Provide automatic fire suppression as required by UFC 3-600-01 and UFC 4-510-01. Provide automatic fire detection and alarm and mass notification system(s) (FDAMNS) as required by UFC 3-600-01, UFC 4-010-01, and UFC 4-510-01. The design and installation of the FDAMNS shall conform to UFC 3-600-01, UFC 4-021-01, and UFC 4-510-01, as well as any other requirements contained in the Phase 2 solicitation. The FDAMNS shall be fully integrated and compatible with the Base Monaco D-21 fire alarm reporting and mass notification system receiving station.Sustainable Design: Compliance with UFC 1-200-02 is mandatory. The Design Build Contractor shall design and construct this project to achieve, at a minimum, LEED Silver certification using LEED 2009 for New Construction. LEED certification is required for the construction of the Medical / Dental Clinic Replacement.
