SummaryThe City of Santa Monica (referred to hereafter as “the City”) is seeking Request For Qualifications (“RFQual”) from qualified consultant for the purpose of creating a list of qualified consultants that can provide on-call public art project management and art collection management services for Santa Monica Cultural Affairs (“SMCA”). The City will place successful consultants on a pre-qualified list and such qualified applicants may become eligible to enter into Contractual Services Agreements (“CSA”) with the City. Such agreements shall not exceed $250,000 cumulatively for consultant services. Successful applicants will remain on the pre-qualified list for five years from the date of the City’s selection of qualified consultants. Should the City award a consultant an agreement, the City may, but is not required to, issue Notices to Proceed for
specific consultant services with defined scopes of services. The on-call services that may be performed by qualified consultants as more fully described below. Inclusion in the pre-qualified list does not guarantee that the City will award an individual or firm will an agreement, or issue Notices to Proceed, under an awarded agreement. All the consultant services provided to the City will be subject to the terms and conditions of a Contractual Services Agreement attached to this Request for Qualifications as Exhibit A and will be performed under the oversight of SMCA. SOQs will not be accepted after the deadline.2. BackgroundSanta Monica Cultural Affairs (SMCA), a division of the City of Santa Monica’s Community Services Department, connects residents and visitors to the arts by enhancing relationships with art and place and stewarding the City’s notable public art collection, which numbers over 400 artworks. Represented in the collection are both historical and contemporary works in nearly every media, including but not limited to sculptures, murals, paintings, photography, works on paper, mixed media installations, architectural and landscape elements, historical objects, and monuments. Works range from small and portable artworks hung in City offices to monumental outdoor sculptures and civic monuments, all sited on and inside City properties. The City’s art collection encompasses a range of materials and types, including outdoor sculptures with kinetic or electronic elements, multidisciplinary art-in-infrastructure works, murals in a variety of media, and portable framed works. New projects reflect the same variety and include permanent artworks as well as process-based, temporary and social practice projects where a final product may not be emphasized.
