phorn@encinitasca.gov Bids to Phillip Horn Owner's Agent Description Scope of Services General repair services involving removal and replacement of sidewalks, curb and gutters, cross gutters, driveways, pedestrian ramps, and other services in the City’s right-of-way areas. Other Details Proposers must complete and submit worksheet titled "Part 1 As-Needed Work" and "Part 2 Differed Repair (Various Locations)" with individual line items in addition to entering lump sum amounts for each section in the line item entry. Extra Work Bid Items section on worksheet does not need to be transferred to online line items. City offices are closed on alternate Fridays and Holidays. If bidding electronically - Select "Place e-bid" to start entering proposal information. All information entered is visible only to proposer. Data entered may be "saved" or "submitted" and revised or withdrawn up to the closing deadline. The electronic proposal submission must be formatted as a "pdf" document. Proposer may begin the proposal process at any time prior to the submittal deadline. The proposer is solely responsible for “on time” submission of their electronic proposal. The City will only consider proposals that have been transmitted successfully and have been issued an e-bid confirmation number with a time stamp from the Bid Management System indicating that proposal was submitted successfully. Transmission of proposals by any other means will not be accepted. Proposer shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the proposer to successfully submit an electronic proposal shall be at the proposer’s sole risk and no relief will be given for late and/or improperly submitted proposals. It is the Proposer's sole responsibility to contact the City’s online bid management provider (PlanetBids at 818-992-1771) to resolve any technical issues related to electronic bidding, including (but not limited to) registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic Proposal, etc. Neither the City, nor PlanetBids, makes any guarantee as to the timely availability of assistance, or assurance that any given problem will be resolved by the submission deadline.
