Sep 17, 2017 7:51 pm This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/).

The Solicitation number, N0018917QZ553. The proposed contract action is for commercial items, in accordance with the Requirements Statement. The NAICS code is 335312 and the Small Business Standard is 1250(# of employees).
This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-82 and DFARS Change Notice 20150602. It is the

responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm.

The NAVSUP FLC Norfolk Philadelphia Office intends to solicit for maintenance services of generators and switch gears for US Naval Observatory. This action will result in a firm fixed-price (FFP) purchase order.

The awarded contract for the above requirement is for commercial services for which the Government will be solicited under full and open competition.


The Requirements Statement is as follows:


Annual Service of Three (3) 450 KW MTU Generators
o Change lube oil
o Change oil filter(s)
o Change air filter(s)
o Provide performance report in accordance with MTU Startup validation and Pre-Inspection Form.
o Provide one (1) year Maintenance Agreement for each of the three (3) MTU – 450KW XC6DT3 with four (4) hour emergency response time.

Change Batteries on Three (3) Generators
o Change two start (2) batteries on each of the three (3) main generators - 8D type with minimum cold cranking amps 1150 @0 degrees F
o Dispose of used batteries
o Provide performance report in accordance with MTU Startup validation and Pre-Inspection Form.


Upgrade Two (2) Generators in Building 83
Radiator mounted load banks 400 KW, with duct work and load step controls (Avtron preferred to match existing)
Installation will require conduit and wiring from existing load bank breakers
Removal of external load banks along with associated wiring and conduit
o Provide and install indoor load bank on Generators 1and 2
o Remove outdoor load bank, wiring and conduits
o Seal penetrations

Repair Minor Leaks
o Repair minor lube oil and or fuel line leaks and clean area
