Dimter 209-525-6503 dimters@stancounty.com Bids to Owner's Agent Description Scope of Services The County of Stanislaus is seeking proposals from qualified and experienced organizations for the provision of property management services on behalf of the County’s Community Services Agency (CSA) located at 251 East Hackett Road, Modesto, California. It is the mission of the Stanislaus County Community Services Agency (CSA) to “build a stronger community by working with the people of Stanislaus County to help with a safe place to live, access to food, health care, and opportunities to work”. CSA has also adopted the Strengthening Families Framework as an approach to be used when serving children and families in Stanislaus County. The five (5) protective factors are: 1) Parental Resilience; 2) Social Connections; 3) Knowledge of Parenting and Child Development; 4) Concrete Support in Times of Need; and 5) Social and Emotional Competence of Children. Utilizing the five (5) protective factors when providing services tends to strengthen a family, prevent child abuse and neglect, and promote self-sufficiency. Research studies have documented that when these Protective Factors are well established in a family the likelihood of negative outcomes diminishes. Other Details The Community Services Agency (CSA) continues to be the lead in the efforts of reducing homelessness in Stanislaus County. The Housing and Homeless Division was created with the mission to support the community-wide effort and address homelessness, development of a County vision and share the performance outcomes with the community. The lack of affordable housing is the leading cause of homelessness among low-income households in Stanislaus County. With very few transitional housing opportunities for families, CSA has entered into a multi-year lease with the Housing Authority to utilize twenty-two (22) units for a cold-weather shelter. In November 2019, CSA leased a property located in the unincorporated area of Stanislaus County to provide an additional twenty-one (21) units for families experiencing homelessness. CSA will continue to lease directly from the Housing Authority to operate the cold-weather shelter units and with the property owner of the year-round Family Housing Facility to operate for homeless families. The target population to be housed at both facilities are families who are currently being case managed by the Housing Support Program (HSP). This population may have used all of their available temporary shelter nights, are still engaged in permanent housing search and have been unsheltered the longest from date of referral. The objective of the Housing Support Program is to foster housing stability for families experiencing homelessness in the CalWORKs program by reducing barriers to self-sufficiency. The Empire Cold-Weather Shelter and the Family Housing Facility allows families to gain much-needed stability, sufficient time to engage in services and continue their permanent housing search with case management support. CSA, along with partners, will be working closely with these families to help them obtain the services and support necessary by utilizing wraparound services and whole-family support, including employment services. The awarded agreements are to be paid in whole or in part with Federal Funds and a determination, per 2 CFR 200.330 (c) has been conducted based on services provided, described in the scope of work to establish that a Contractor relationship will exist between the County and the awarded vendor. The agreement will be paid with the following Federal Catalog number: 93.558. The sample agreement attached includes an example of Contractor language. Funding amounts will be revisited annually to determine the amount for each contract year. At this time CSA anticipates funding will be at the levels listed in Exhibit A, Compensation, although the exact amounts are subject to funding allocations from federal and state agencies. If, at any time during the RFP awarded contract period, additional funds or allocations are made available for the services currently being procured; an increase to the awarded contract may be possible. With the increasing need for housing and as additional funding becomes available, the County may have the need to operate additional units in the future.
