R420--Pathway to Excellence Designation

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source firm fixed price contract to the following contractor for Pathway to Excellence Certification to support of the Iowa City VA Health Care System (VAHCS), 601 Highway 6 West, Iowa City, Iowa 52246: American Nurses Credentialing Center SAM UEI: MQW6MT5XB1K3 8515 Georgia Ave., Suite 400 Silver Spring, MD 20910 This is done under authority of 41 U.S.C. 1901, as implemented by FAR 13.106-1(b)(1). This is not a request for competitive quotes. The Department of Veterans Affairs, Network Contracting Office 23 (VA) intends to award a sole source, firm fixed price contract to American Nurses Credentialing Center (ANCC) for a Pathway to Excellence designation. Market research revealed ANCC is the only entity who can provide the Pathway to Excellence

designation. ANCC is the sole distributor of the Pathway to Excellence designation. ANCC owns the proprietary rights for the Pathway to Excellence program and does not authorize others to perform the designation for such program. The North American Industry Classification System (NAICS) code for this service is 611430 (Professional and Management Development Training) and the Product Service Code (PSC) is R420 (Support Professional: Certifications and Accreditations (Other Than Educ or Info Tech C&A). The VA understands that ANCC is the only vendor that can provide the requested services. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, including documentation from the proprietary rights holder, ANCC, that such contractor could provide this service as an authorized service provider, authorized reseller, authorized dealer or third party. All responsible sources may submit a capability statement, which shall be considered by the agency by e-mailing such statement and supporting documentation to Angela Stewart, Contracting Officer, at angela.stewart438@va.gov by 10:00am Central Time on July 5, 2022. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government under authorities cited above.
