GENERAL The 150,000-gallon legged elevated water storage tank is approximately one hundred and ten (110’) feet tall. The tank is supported by four (4) cylindrical columns. The tank is approximately forty (40’) feet in diameter. The tank is located on Pope Street in Kountze, Texas. A Pre-Bid inspection was performed on July 13, 2022, see attached report. This contract shall include all necessary labor, equipment, tools, materials, painting, disinfection, structural steel repairs, safety measures, environmental protection, shrouding, disposal of surplus items, site restoration, and all other related construction for the proposed tank rehabilitation and repainting. The contractor shall coordinate with City personnel when removing
a tank from service and/or restoring a tank to service. It shall be the responsibility of the bidders to carefully inspect the site and all pertinent parts and devices on the tank to ascertain the quantity of surface preparation, repairs, and painting required to perform the rehabilitation and place the tank back into operation in accordance with the contract specifications. The Contractor shall use the materials specified, or materials of another manufacturer that are deemed equivalent in the opinion of the Engineer to the materials specified. In the event the Contractor desires to substitute the products of another manufacturer, he shall apply to the Engineer in writing at least fifteen (15) days prior to the bid date requesting substitution and shall furnish with his request complete descriptive materials on the product along with NSF Certification plus manufacturer’s recommendations for surface preparation and application. B. WORK TO BE ACCOMPLISHED Contractor shall coordinate with City personnel prior to commencing work. All work is to be performed in strict accordance with the guidelines and procedures set forth within the Contract Specifications. This contract includes, but is not limited to, the following: Contractor shall perform all surface preparation and coating of all exterior and interior surfaces per specification item 601 including, pressure washing the inside and outside of the tank, shrouding, removal and disposal of sediment from interior of tank prior to commencing work. Provide for quality control procedures for preparation of surfaces and coating application. Contractor shall paint one (1) logo at the locations indicated by City personnel, all in accordance with the plans and specifications. Perform soluble salt testing inside and outside of the tank at locations selected by the engineer. Should the results be positive, the contactor shall rewash and re-blast the tank, all in strict accordance with the plans and specifications. Contractor shall remove the existing float level indicator equipment and support members including sealing all shell and roof penetrations and installing a cover plate on the balcony opening, all in accordance with the plans and specifications. Contractor shall remove the existing pressure transducer probes from the interior of the tank including all conduits, all in strict accordance with the plans and specifications. The Contractor shall extend the 8” diameter overflow from the balcony level to ground level down the northwest column, all in strict accordance with the plans and specifications. The Contractor shall extend the existing tank access ladder to ground level, including a removing and replacing the existing safety climb system, all in strict accordance with the plans and specifications. The Contractor shall seal weld all columns and wet riser anchor bolts and nuts to the base plates, all in strict accordance with the plans and specifications. Contractor to furnish and install a knee rail around the perimeter of the balcony handrail, all in strict accordance with the plans and specifications. Contractor shall remove and replace the existing roof vent with a new 24” roof vent all in strict accordance with the plans and specifications. Contractor shall remove and replace the existing sample tap with a new 2” sample tap, including new tap on wet riser, valves, pressure gauge, fittings, hose bib and appurtenances, all in strict accordance with the plans and specifications Contractor shall construct a new overflow splash pad, all in strict accordance with the plans and specifications. Contractor to furnish and install a new safety cable climb system on the tank interior ladder, all in strict accordance with the plans and specifications. Contractor shall install a new ladder gate on the tank access ladder, all in strict accordance with the plans and specifications. Contractor shall restore the site to its original condition or better by grading and replacing all damaged sod (St. Augustine sod), all in strict accordance with the plans and specifications. Provide disinfection and testing prior to returning the water storage tank to service. Disinfection shall be as per the latest version AWWA C652. The Owner will fill the tank and test the water. If the sample fails, the Contractor shall disinfect the tank again and pay for the subsequent testing fee, all in strict accordance with the plans and specifications. Provide and install OSHA approved “Confined Space Entry” placards at all tank openings (3), all in strict accordance with the plans and specifications. C. ADDITIVE BID ITEMS Contractor shall install a new 30” shell access hatch at the balcony level, all in strict accordance with the plans and specifications. Contractor shall Install a new interior ladder from the new shall access hatch to the tank floor all in strict accordance with the plans and specifications. D. ALTERNATE BID ITEM The contractor shall remove and replace the existing tank access ladder with a new 16” access ladder extending from ground level to the balcony, including no-slip rungs and new safety climb system, all in accordance with the plans and specifications. E. WARRANTY The Contractor shall provide warranty to the Owner for a period of one (1) year on the tanks and appurtenances from the date of final inspection and acceptance to the extent that he will repair any defects which may appear in the structure and/or coating due to faulty installation, painting or structural repairs. In addition, it shall be the responsibility of the Contractor to meet with the Engineer and inspect the tank eleven and one-half (11 1⁄2) months from the date of the final acceptance to determine whether the tank is still in serviceable condition and then correct all deficiencies under warranty. F. SPECIAL REQUIREMENTS The Contractor shall contact Mr. Josh Marble prior to starting any work within the project site at 409-246-3463 The City will provide electrical service to the Contractor at no cost for this project. The Contractor shall restore the project site to its original condition or better prior to the project completion and acceptance by the Owner.
