The City of Santa Clara Water and Sewer Utilities (“City”) is seeking proposals from qualified firms (“Proposer”) to provide Water Supply Master Plan (“WSMP”) analysis services to assist the City in resource planning efforts. The services will require producing an innovative and sustainable WSMP that encompasses a One Water long-term plan that addresses drought and climate resiliency. A One Water approach envisions managing all water in an integrated, comprehensive, and sustainable manner that considers all water resources from ground water, treated water, wastewater, recycled water, dry weather runoff and stormwater that improves water resiliency to climate change. The One Water approach to a WSMP must provide a roadmap for implementing real world strategies to secure and maintain current water supplies and developing new supplies with key programs focused on potable reuse, recycled water and conservation. A major goal will be to identify projects that can be implemented solutions
that are sustainable and cost effective with a focus on partnering with stakeholders for benefits of the larger-scale ecosystem and watershed. The One Water Plan will lead to a healthier watershed, greater integration of the City’s various water systems and achieve benefits related to improved: management of water resources, climate change resiliency, and protection of public health, while providing long term economic, environmental, and social benefits. The Proposer must have experience with preparing long-term water supply reports such as Water Supply Master Plans, One Water Plan Concept, Urban Water Management Plans (UWMP), Water Supply Assessments (WSA) and/or other similar reports. Additionally, the City desires to enhance its business efficiency to minimize asset failures through optimized designs and management practices. Services will include capital improvement planning to support the implementation of the WSMP including the development of an Asset Management Program to ensure existing infrastructure replacements support stewardship of the City’s long-term drinking water supply strategy. The selected Proposer shall have relevant expertise, experience and project approach that demonstrates its ability to provide the required services and utilize predictive life cycle technical tools to advance the prioritization of assets for refurbishment or replacement . The proposer should provide asset management program options for the sanitary sewer system, the recycled water system, and storm pump stations.
