1. NOTICE: THIS IS NOT A SOLICITATION BUT RATHER A SOURCES SOUGHT NOTICE to determine any potential sources for information and planning purposes only. AMIC DET-2 OL/PKA and AFTAC are seeking information from potential sources to Purchase CIL Advanced Detector Expansion. 1.1 USAF CIL requires a single Data Analyst system, along with supporting software, license, and models, to engage in method development and advancement. 1.2 The purpose of this effort is to procure an advanced gamma detection system to be integrated with the USAF Radiochemistry Laboratory's (CIL) complete count room radiation detection/measurement. This Data Analyst will add another dimension to our collection capabilities that give us the opportunity to explore advanced isotope identification methods. 1.3 The Data Analyst is designed to break down longer data acquisitions into shorter, pre-defined, segments allowing for time-gated analysis of our samples. Typical measurements are single collections of a sample and
analyzed as such. With the added capability brought by the new equipment, we would compare segments of collections against each other to pull additional information and potentially advance our identification capabilities. 2. INFORMATION REQUESTED 2.1 Company Information: Company name, mailing address, telephone number(s), point of contact name(s), e-mail address, CAGE code, UEI Number, and Business size. For small businesses include socioeconomic status (e.g. 8(a), Hubzone, etc.). 2.2 Contract Type: Identify any contract vehicle that would be available to the Government for the procurement of these products and services, to include General Service Administration (GSA), GSA MOBIS, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. 2.3 NAICS: Identify any alternative NAICS code recommendations. 2.4 Business Size: If a small business under the identified NAICS code, indicate the approximate percentage of the requirement your firm is able to perform. If a large business, identify an appropriate percentage for small business subcontracting opportunities. 3. Submission Information: Interested sources submission be submitted via e-mail by 12:00pm (EDT), on 1 April 2024. All submissions must be sent to joshua.acevedo.1@us.af.mil. Questions regarding this Sources Sought Synopsis may be submitted in writing by email to joshua.acevedo.1@us.af.mil. Verbal questions will NOT be accepted. The Government does not guarantee that questions received after 29 March 2024 will be answered. 5352.201-9101 OMBUDSMAN (JUL 2023) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, [Insert names, addresses, telephone numbers, facsimile numbers, and e-mail addresses of Center/MAJCOM/FLDCOM/DRU/DAFRCO ombudsman/ombudsmen]. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
