No changed other that to remove the word "DRAFT".***This is non-personal services contract to provide cultural resource services down stream of Fort Peck Lake, Montana, between River Miles 1771 and c. 1577. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service provider shall be accountable solely to the contractor who, in turn is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items to perform the activities defined in this Performance Work Statement (PWS), except for items specified as government-furnished property and services. The contractor shall perform to the standards identified in
this PWS.The purpose of this work is to meet the Department of the Army's federal preservation responsibility and gather data necessary to implement the Fort Peck Test Flows Monitoring Plan. The primary statutory purpose of this contract is to address the United States Army Corps of Engineers’ (USACE) responsibilities under Section 106 of the National Historic Preservation Act (54 U.S.C. 306108) and The American Indian Religious Freedom Act (AIRFA) of 1978 (42 U.S.C. 1996).The contractor will execute site monitoring of archaeological and Tribal Cultural properties previouslyidentified within the project effects area consisting of 35 archaeological sites, 14 architectural sites, and 7–10 tribal cultural properties. Most structures are historic irrigation ditches and some (24VL1709 and 32WI1367) have multiple points of contact with the project area. The purpose of the monitoring survey is to record the conditions of cultural resources prior to peak flow to determine if change have occurred. As such, recordation should focus on the near river portions of the properties where affects may occur, although additional survey may be necessary to update older site forms and make eligibility recommendations.See attached solicitation for complete details.
