R701--Human Resource Recruitment Advertising

Scope of Work Department of Veteran Affairs (VA) VISN 1 Human Resources Management Service is seeking advertising services to provide recruitment support to accommodate requests to place recruitment/employment advertisements to run concurrently with official Vacancy Announcements, to augment traditional recruitment methods in support of hard-to-fill and critical vacancies in a healthcare/medical center environment. The vacancy announcements will be for VA Medical Centers located in New England (except Boston, MA). The contract shall be awarded for 12 months from date of award. Vendor will: Demonstrate a minimum of five years of successful healthcare recruitment and advertising experience. Specify healthcare advertising experience by providing examples of healthcare advertising campaigns, recruitment strategies for targeted occupations, the type and size of the organizations supported. Assign a vendor Account Representative as a consistent point of contact throughout the contract.

Vendor shall provide the following Advertising Services: Provide consulting services, to include drafting and proofreading ad announcements Provide recruitment advertising and consultation services for up to 200 requests in the contract year. Market research on cost-effective advertising campaigns for physicians and other identified hard-to-fill vacancies in healthcare. Branding will be in accordance with the Veterans Health Administration (VHA) media guidelines: https://www.va.gov/opa/publications/graphicstandards/va_graphicstandardsguide_508_0113.pdf Provide advertisement posting verification, in both hard copy/mailed tear sheets, and by electronic tear sheets emailed to customer within 1 business day of active positing status. Provide customer with the return-on-investment data and ad placement effectiveness for each advertisement published, on a monthly basis. Maintain a database of advertisements Respond to customer s telephone or email requests within 1 to 2 business days to acknowledge receipt of request.
