Annual Participant MembershipIntroductionThis is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. PurposeThe National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with PDES, Inc. located at 325 N. Saint Paul St, Suite 3100, Dallas, Texas 75201. The purchase order will specifically procure an annual participant membership with PDES, Inc. The membership will be effective from 10/1/2023 through 9/30/2024. PDES, Inc. is an approved Standards Organization, as maintained by the NIST Standards Coordination Office. AuthorityThis acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North
American Industry Classification System (NAICS) code for this acquisition is 813920 – Professional Organizations, with a small business size standard of $23.5 million.DescriptionThe Smart Connected Systems Division in the Computer Technology Laboratory (CTL) at NIST conducts research, develops, and deploys advances in measurement science, standards, and test methods for core communications networks, trustworthy Internet of Things (IOT) systems, and critical applications including smart grid, smart manufacturing, industrial control systems, automated vehicles, and smart infrastructures including smart cities and communities. The Smart Connected Systems Division contributes to three of CTL’s major programs: Smart Infrastructure and Manufacturing, Core Networks, and Next Generation Wireless Systems. Participant annual membership into PDES, Inc. will provide NIST with access to an industry group that is working to build business value to its members through collaboration on standards that NIST has identified as critical in enabling the Digital Enterprise.Sole Source DeterminationThe sole source determination is based on the following: PDES, Inc. is an international industry, government, and university consortium committed to accelerating the development and implementation of standards for product data exchange in the Digital Enterprise. Participant entities represent a number of industries and fields, including aerospace, automotive, electronics, manufacturing, and software. PDES is a source of prioritized industry needs, instrumental in guiding NIST research directions. NIST participant membership with PDES, Inc. provides opportunities for NIST research to deliver results directly into the standards development process. PDES, Inc. is the only source that can fully achieve this requirement and its membership must be purchased directly through PDES, Inc.Information for Interested PartiesInterested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice.
