Scope ONLINE PREBID MEETING IS MANDATORY (Via WebEx) SITE VISIT AND COLLECTION OF RESIDUAL SAMPLES IS MANDATORY (Instructions are in the documents) A DETAILED WORK PLAN IS REQUIRED WITH THIS BID Scope of Work: The project generally consists of dredging, dewatering, hauling and disposal of settled sediments from surface water sources and water treatment plant residuals to nearly empty the existing pre-sedimentation basin. The pre-sedimentation basin is located on-site at O.N. Stevens Water Treatment Plant, 13101 Leopard Street, Corpus Christi, Texas (ONSWTP). The approximate quantity of settled sediments and treatment residuals is estimated to be 28,000 - 44,000 dry tons (DT). This is a unit price-based contract, and the quantity is not guaranteed. The handling/disposal of solids can be accomplished in one of two options based on Contractor’s preference for lower bid price: Option 1 - Disposal to Cefe Valenzuela Landfill (Base Bid 1): The Contractors are required to dredge, dewater
solids to pass paint filter test and dispose of residuals at Cefe Valenzuela Landfill. The Contractor will be responsible for conducting and providing documentation of trip tickets and paint filter tests for each load at the point of generation, moisture content tests for each load, and all other testing required by the contract documents or the regulatory requirements. Special Note: Tipping fees to the landfill is not based on dry tons, and is based on $12.08/wet tons received at the landfill (wet tons received at the landfill = Gross Weight (Ton)-Tare Weight (Ton)) that will need to be paid by the Contractor to the Cefe Valenzuela Landfill and the Contractor is solely responsible for determining the level and variations in dewatering, calculating the dewatered wet tons to be received and measured at the landfill and provide a firm per dry ton price in the bid form. Wet tons value should only be used by the contractor to determine tipping fees/dry ton and include this portion within the dry ton unit price. Contractor further waives any claim it may have, now or in the future, with regard to variation in wet tons calculated and actual wet tons. Measurement and payment to the Contractor shall be strictly on dry ton basis. Option 2 - Disposal by Land Application (Base Bid 2):The Contractors are required to dredge residuals from Pre-sedimentation Basin, Dewater (as applicable), Haul, and properly dispose of additional settled sediments at TCEQ registered land application sites including all work and materials considered subsidiary to this bid item as per specifications. The Contractors are highly encouraged to attend pre-bid site visit and are responsible to conduct sampling and analysis. The Contractor shall be solely responsible for verifying all field conditions and material characteristics to evaluate bid pricing. Existing site access and paved staging area (as shown on plans) will be available for Contractor use. Existing 750Kva, 4160V – 480V/277Y, Pad mount transformer as located on the plans will be available for the dewatering operation. The Contractor shall be responsible for all electrical equipment installation work required from the transformer as deemed necessary to complete dewatering complying with all applicable codes. The Cost of Electricity for dewatering operations from the existing transformer will be borne by the City. The Project is to be completed within 540 days. Please review the contract documents, plans and specifications carefully prior to bidding for additional information.
