Performs administrative functions relative to the inspection program including assisting in preparation of the annual budget for inspection activities; recommends equipment purchases and usage, manpower needs, and adjustments to operational policies.
Maintains automated and hard-copy inspection records and data.
Facilitates final project close-outs and Approval to Operate clearances from the Arizona Department of Environmental Quality.
Performs chemical and biological water sampling and testing; schedules service interruptions for water; and tapping mains; schedules CCTV inspections for wastewater; schedules tapping mains; and arranges walk through inspections.
Under supervision of the City Traffic Engineer, reviews, inspects, and approves traffic control plans; defines potential traffic hazards and barricade procedures; and schedules final walk through inspections.
Reviews plans and specifications; inspects new and existing work to ensure compliance with codes, details, and specifications; and prepares inspection reports.
Assists customers in processing development permit applications.
Coordinates assigned activities with those of other departments, contractors and utilities.
Attends pre-construction and other construction meetings.
Monitors construction sites for compliance; takes photos to document; and writes daily field reports, warning notices, stop work orders, and correction notices when necessary.
Instructs inspectors in construction methods and regulatory interpretations.
Performs other duties as assigned.
Qualifications:
Education and/or Experience:
High school diploma or equivalent along with post high school education in a related field and SWPPP inspection training; seven (7) years of field experience in public works construction/inspection preferably with SCPPP inspection experience along with three (3) years of supervisory experience;
or any equivalent combination of education, work experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position will be considered.
Licensing, Certification, and Other Requirements:
Possess or obtain within one (1) year of hire, any three (3) of the following certifications:
Concrete Field Testing (from the American Concrete Institute); ATTI Field Technician (from the Arizona Technical Testing Institute); ADEQ Water Distribution Level 1 or Wastewater Collections Level 1 Operator Certification; ATSSA S Certification; ATSSA F Certification and/or ATSSA T Certification.

Physical Demands And Working Conditions:
Work is performed in a City office environment and in the field.
Safely and effectively performs required duties and safely operates required equipment and City vehicle as needed.
Position requires walking extended distances and traversing uneven terrain at times in adverse weather conditions and climbing ladders into and out of excavations for inspection purposes.
Clearly, concisely, and effectively communicates both in person and over the telephone.
Work is performed part of the time
