following description of the description is added.NOAA’s POES satellite system is the secondary data source complementing the flagship Joint Polar Satellite System (JPSS) Mission, which operates out of a different ground system and is the primary data source for NOAA Low Earth Orbiting (LEO) observations. Data from the POES series supports a broad range of environmental monitoring applications including weather analysis and forecasting, climate research and prediction, global sea surface temperature measurements, atmospheric soundings of temperature and humidity, ocean dynamics research, volcanic eruption monitoring, forest fire detection, global vegetation analysis, search and rescue, and many other applications. NOAA’s strategic expectations in supporting its federal, domestic and international partners requires the continuation of science collection from these observatories, while at a reduced operations cost. NOAA requires the continuation of the POES satellite system, and seeks to migrate its core Command, Control and Communications (C3S) Capabilities to a Contractor-provided Ground System. The purpose of this Solicitation is to accomplish this migration and to demonstrate the concept of operating Government owned meteorological satellites by means of a commercially operated Ground System as a Service (GSaaS) capability.
