The purpose of this requirement is intended to repair the Central Electronics Unit (NSN: 5855-01-519-0341SO; P/N: 95001150-12), the Hand Control Unit (NSN: 5855-01-519-0343SO; P/N: 92004055), and the Turret FLIR Unit (NSN: 5855-01-519-0587SO; P/N: 95001250-204) which are part of the AAQ-36 Forward Looking Infrared Radar (FLIR) system, applicable to the UH-1N helicopter.The Government has not established full technical data package to support a full and open competitive contract for the repairs of the Central Electronics Unit, Hand Control Unit, or Turret FLIR Unit. All support equipment to manufacture, repair, and test these components is currently located at Original Equipment Manufacture’s (OEM) FLIR Systems, Inc. (Cage #: 64869). Due to the Government’s current inability to repair these items organically, or to currently compete the requirement with any other source, it is recommended that this item be sent to the OEM.  In addition, only the OEM has the expertise and in-depth
knowledge of these components.  The OEM has all the equipment required to perform the testing and repair of these components.  It is recommended that these components be repaired by the OEM.  The requirement to continue support to the warfighter and avoid a possibility of lapse in coverage and alleviate back orders, must go to the OEM at this time. The AN/AAQ-36 FLIR system has a Repair Method Code/Repair Method Suffix Code (RMC/RMSC) of “R3/D”.  RMC R3 means repair, for the second or subsequent time, directly from the actual manufacturer. RMSC D means the data needed to complete contract repair is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the repair for a competitive solicitation. RMCS 3, 4, or 5 are valid.The contracting action resulting from this solicitation will be a firm-fixed-price Requirements Indefinite Delivery contract (IDC) with a one-year Basic Ordering Period, followed by four one-year Ordering Periods. The required Turn-Around-Time shall be ninety (90) calendar days after receipt of order, or receipt of reparable assets, whichever is later. The delivery destination will be Robins Air Force Base, Georgia, 31098. The approximate Solicitation Issue Date will be 15 April 2022. Once posted the solicitation will be available for viewing or downloading at www.sam.gov only.  No telephone or fax requests will be honored. NO HARD COPIES WILL BE ISSUED.  All quotes shall be in the English language and in U.S. dollars.  Based upon market research, the Government will be using the policies contained in FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements in its solicitation for the described services (10 U.S.C. 2304(c)(1)).
