Please read the Details section for information on how to bid on this opportunity Details UPDATED 9/30/2022 Q&A Document has been posted The City seeks responses from firms demonstrating successful experience in health care consulting and/or health network development in one (1) or more of the following two (2) Service Areas: Service Area 1: Finance and Analytics. Service Area 2: Health System Strategy and Implementation Support. These services will be used to assist the San Francisco Department of Public Health’s (“DPH”) Health Network (“SFHN” or “Network”) and other departments as the City further develops its Office of Managed Care; develops strategies to negotiate, enter into and implement managed care contracts with Medicaid plans, commercial plans and other payers; and otherwise implements strategies needed for the changing health care environment. These services will also be used to support system change and expand managed care delivery systems into new areas of the Network and
other City departments. The Affordable Care Act (“ACA”), Medicaid Waivers (“CalAIM”), and state and local legislation are the driving forces for many of these changes. Respondents must have experience working with public sector or nonprofit health delivery systems serving low-income populations. Experience in establishing business functions that support various reimbursement model, such as capitation, fee-for-service and among others, and in the state of California’s reimbursement and regulatory environment is preferred. Firms will also be expected to integrate equity as a foundational consideration in their work. Anticipated Term of Resulting Contracts: A Resulting Contract awarded to the Prequalified Pool shall be non-exclusive, with an original term of up to five years. The City, at its absolute discretion, shall have the option to extend the term for two additional years, for a total of seven years. Term to be determined at the time of Contract award based on the awarding Department’s business needs. Anticipated Not to Exceed Amount of Resulting Contracts: The Not-to-Exceed (NTE) amount of a Resulting Contract awarded to the Prequalified Pool shall range from under $100,000 to $5,000,000, to be determined at the time of Contract award based on the awarding Department’s business needs. LBE Subcontracting Requirements for Resulting Contracts: There shall be no LBE Subcontractor Participation Requirement for any Resulting Contract awarded to contractors selected from the Prequalified Pool.
