SummaryThe City of Norfolk (the “City”) is looking to obtain debris monitoring services as outlined in this RFP.Note: The City intends to issue a separate RFP to debris removal services in the next sixty (60) days.2. BackgroundThe City is located on the mid-Atlantic seaboard, in southeast Virginia, minutes from neighboring Cities of Virginia Beach, Chesapeake, Suffolk and Portsmouth. The City spans 66 square miles and has a population of over 240,000. Due to the City’s geographic location, it is subject to Atlantic Ocean’s tropical storms and hurricanes and nor’easter storm events. Additionally, the City is host to the U.S. Navy’s largest installation, Naval Station Norfolk. Consequently, the City is susceptible to significant manmade and natural disasters requiring outside resources for debris removal and monitoring services.The City takes a proactive approach to emergency planning
and protecting its residents. The planning approach is formulated in part on the concept of strategic pre-positioning of plans and resources necessary for timely, coordinated monitoring of recovery operations.Monitoring debris removal work involves constant observation of crews to ensure that workers are performing eligible work in accordance with Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) guidelines, and shall verify compliance with all applicable federal, state, and local regulations.The resulting agreement awarded under this RFP will be on as needed basis. Circumstances requiring work under the resulting agreement include, but are not limited to request for training, seminar, or workshop; participation in a meeting; anticipation of a disaster; or immediately after a disaster.3.
