This NOTICE OF INTENT TO AWARD A NON COMPETITIVE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 8.405, Ordering Procedures for Federal Supply Schedules.  The authority for this award is FAR 8.405-6(a)(1)(i)(B).  Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.The U.S. Office of Personnel Management (OPM) intends to issue an award on a sole source that will result in the purchase of services to include direct support of ePOWER to Northrop Grumman Systems Corporation.The OPM Office of the Chief Information Officer (OCIO), Federal Data Solutions (FDS) Program Office requires operations and maintenance support for the electronic Official Personnel Folder (eOPF) application and the Electronic Human Resource Integration Data Warehouse (EHRIDW).  Services associated with operations and maintenance are program management, project
management and data management support services.  Both systems support OPM strategic Goal 2: Lead the establishment and modernization of human capital information technology and data management systems and solutions.  The Federal Data Solutions (FDS) systems of the eOPF and EHRIDW have evolved from the initial OPM led e-Gov initiatives that were designed to leverage the benefits of information technology as required by the e-Government Act of 2002.  The FDS Program Office remains mission focused on providing an integrated approach to managing and accessing Federal employees’ career lifecyle information.  Through eOPF and EHRIDW, FDS provides official government-wide human resources data and enabling technology to support the federal employee lifecycle through informed human capital decision making.  The contractor awarded a task order resulting from the subject requirement will provide continued operations and maintenance support for the existing eOPF and EHRIDW applications.A key initiative of FDS is the eOPF Program.  Through on-demand Web-based access to personnel folders, eOPF enables 24/7 concurrent access to personnel information by Human Resources (HR) staff, managers, and employees.  The eOPF program offers a standard approach for HR record conversion, storage, access, sharing, and archiving.  A propensity of work under the resultant task order will directly support the eOPF.  The eOPF is engineered on a customized version of Northrop Grumman’s proprietary ePOWER software platform under a licensing agreement.The North American Industry Classification System (NAICS) code for this acquisition is 541519.  THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2.  THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS.However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered.  No solicitation will be issued; therefore, all requests for the solicitation will be considered non-responsive.  All interested parties must express their interest and capabilities in writing via e-mail to George T. Carroll, george.carroll@opm.gov, within three days of the published date of this notice.  Submissions after that date will not be considered.  Verification of receipt of electronic transmission is the sole responsibility of the contractor.  A determination not to compete this action based upon responses received is in the sole discretion of the Government.  All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award.  If no competitive responses are received, an award will be made for support services to Northrop Grumman.
