The contractor is required to follow the City of Waco Standard Specifications for Construction (2013), City of Waco Standard Details (2024), and Texas Department of Transportation (TxDOT) Specifications and Special Provisions. The project includes tasks such as seal coating, concrete pipe installation, safety end treatments, and hotmix asphalt application. The contractor must self-perform at least 20% of the project and coordinate with the City Engineer for any conflicting

standards. Additionally, the contractor is responsible for construction surveying, site restoration, protection of facilities, and management of underground and above-ground utilities. The project also entails right-of-way clearing, materials testing, and compliance with change management and communication protocols.
