Landscape Architecture and Design/Moline Public Library Outdoor Space

The purpose of this request for qualifications (RFQ) is to solicit Statements of Interest and Qualifications from qualified firms for the Moline Public Library (hereafter referred to as “Library”) to perform architecture and landscape design services for the design and development of plans and specifications for the development of an outdoor library space and to prepare bidding documents, cost estimating, devise a construction schedule, assist with bid processing, part-time construction observation and site inspections to ensure that the project is constructed in conformity with the plans and specifications and to monitor the progress and the quality of the work performed, to spot-check materials for conformance with project specifications, and to identify and report significant discrepancies to the City, to review project invoices and contractor submittals and advise as to pay requests, oversee and advise the City on change orders, and to receive as-built drawings at the completion

of the Project. The Library’s intention is to enter into a Professional Services Agreement (PSA) with the selected firm for the aforesaid services, as described more particularly hereinafter. The Library invites qualified firms or individuals to submit a Statement of Interest and outlining their qualifications for consideration. Each responding firm shall satisfy the Library as to its ability to perform the work specified. Responding firms may be selected for interviews and will be evaluated and contract(s) awarded without discrimination and in compliance with all applicable local, state and federal laws on the basis of the evaluative criteria set forth herein. The selection criteria listed within this RFQ shall be used to measure how well each vendor has met the desired requirements and qualifications. Firms may be requested to make a presentation to or interview with Library officials regarding the firm’s qualifications, experience with similar projects, ability to furnish the required services, and other selection criteria detailed herein. The award will be based on evaluation of all selection criteria. This Request for Qualifications (“RFQ”) is not an invitation for bid. Responses will be evaluated on the basis of the relative merits of the qualifications. There will be no public opening and reading of responses received by the Library pursuant to this request. Fees will not be a consideration in the selection process. Statements of Interest and Qualifications shall be in a sealed envelope and clearly marked on the front “Response to Moline Public Library Request for Qualifications... Do Not Open” and will be received at the Clerk’s Office (2nd Floor) in the City of Moline City Hall, 619 16th Street, Moline, Illinois 61265, until 12:00 p.m. (local time), on Thursday, December 154, 2022. No electronically transmitted documents will be accepted. Statement of Interest and Qualifications must be submitted on the required forms and signed by an authorized agent to be considered responsive to the RFQ. The entire RFQ can be found on the City of Moline’s website . The Library reserves the right to reject any or all responses hereto, as well as the right to waive any technicalities in otherwise responsive submissions if it should be deemed in the public interest and to invite for interviews and the firms which are, in its opinion, most advantageous to the Library.
