The Office of the Comptroller of the Currency (OCC), a bureau of the U.S. Department of the Treasury, intends to issue to solicit and award a sole source contract to Peggy Hesse, Esq. under the authority of Federal Acquisition Regulation (FAR) 6.302-1(Only one responsible source). The contract will be a new requirement for specialized legal services.The contractor must have experience providing rulemaking and guidance support with the Flood Disaster Protection Act and Community Reinvestment Act (CRA). Additionally, the contractor must have significant knowledge of OCC CRA-related policies and guidance as follows:1. Compliance and Community Affairs (CCA) Centralized CRA Performance Evaluations Program;2. Large Bank Supervision Standard Operating Procedures for CRA Review Process;3. CCA Supervisory Memo: Supervisory Policy for CRA Performance Evaluations;4. CCA Quick Reference Guide on Analyzing Consumer Lending for Purposes of the Large Bank Lending Test;5. CCA Quick Reference Guide on Servicemembers Civil Relief Act and the Military Lending Act;6. CCA's TRIC Quick Reference Guides; and7. CCA's Reference Guide Addressing Correction of Common Errors.This notice of intent is not a request for competitive proposals; a solicitation document will not be issued. All information received within seven days after the date of this notice with pricing and sufficient technical documentation to establish a bona fide capability to meet the requirement will be considered by the OCC. A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the OCC.
