Scope of Work 1. The City of Palm Bay is requesting quotes from vendors for a survey-quality drone system and follow- on processing of the field data to an AutoCAD deliverable. The drone system will be used for, but not limited to, design as-builts, record as-builts, progress as-builts and traffic striping documentation. The scope of work only existing topographic line work, and does not include any design efforts.
2. Vendor
will provide a reliable, safe and easy to operate drone system. The system will include:
• Multi-rotor aircraft, camera with minimum 20 megapixels resolution and 3 axis gimble mount (sensor requirement shall be better than 0.1’ accuracy);
• Ground Station with a tablet form factor;
• Autopilot software, allowing mission planning and flight pattern settings.
Vendor’s quote will include:
• One-time pre-registration with the FAA multi-rotor drone;
• A total of four (4) flight batteries of subject drone;
• An estimated nominal flight time under “normal conditions”;
• Hull damage coverage of valuable components for one year of delivery;
• Minimum coverage with limits and provisions as cited in attached Small Projects Agreement.
3. Vendor will provide a Ground Station with a tablet form factor. The tablet requirement is for iPad, due to the more reliable data link to the aircraft with the iOS software. The tablet will be used exclusively for operational control of the drone. The auto pilot software shall be the most recent version offered and include the ability to set overlap, set an operating radius limit and a return to launch point feature. Software shall be pre-installed.
4. Vendor will provide a single rugged carry case with all necessary space for all flight equipment including necessary accessories.
5. Vendor will provide data processing of the drone data to include orthophoto and AutoCAD useable .dwg files. Standard layers must include elevation points, breaklines, roads, edge of pavement, curb lines, edge of concrete and sidewalk, paint striping, fences and walls, above ground utilities, and drainage features. The data processing will be billed per job and include access or purchase to analysis tools. Data processing charges will be quote based, with all costs known before linework production.
6. Vendor data processing must be directly overseen by certified photogrammetrists or certified mapping scientists with experience in performing photogrammetry for land surveying applications.
7. Vendor will provide the following training within 180 days after issuance purchase order:
• Online Operations Training for two City of Palm Bay employees including information on mission planning, autopilot operations, field procedures and best practices;
• Online FAA Part 107 Drone Pilot Training for two City of Palm Bay employees including information needed to pass the FAA Part 107 Unmanned Aircraft General (UAG) exam.
• One full day of hands-on in-field training on Standard Operating Procedures at the City of Palm Bay Public Works’ location for two employees. Field training will include, at a minimum, aircraft operation procedures, safety procedures, emergency procedures and field operations best practices.
