RFP24 7573 OQ Summerlin Ave Improvements Project

This project includes utility improvements for OUC’s potable water system, the City of Orlando’s gravity sewer and stormwater systems, and roadway restoration along Summerlin Avenue beginning at South Street and ending at Marks Street. The work to be performed under this contract shall consist of furnishing all labor, materials, tools, equipment and incidentals and performing all work required to construct the project. All work shall be performed by the Contractor unless otherwise specified. The following general work will be performed: • Installation of approximately 6,800 LF of 16-inch DIP water main via open cut to replace the existing 1938 Cast Iron 20-inch water main along the following corridor: Summerlin Avenue from Marks Street to South Street. • Removal or abandonment of the existing 20” water main including valves and the reinstallation of all existing services along the route. • New fire hydrants and isolation valves as shown on the Contract Documents. • Disinfection sample

points will also be installed per FDEP regulations. • Installation of 2-inch temporary water main and temporary services. • Installation/bypassing of wastewater and storm system • Replacement, lining, and/or point repair of the existing 8-inch gravity sewer from Marks Street to South Street along Summerlin Avenue including the replacement of manholes and all sewer laterals. • Install and maintain wastewater bypass facilities and wastewater pumping required to prevent wastewater overflows and to maintain wastewater service to existing customers at all times. • Installation of RCP storm pipe at four (4) major areas (Marks St to Park Lake St, East Jefferson Street to East Washington Street, East Robinson Street and East Livingston to East Harwood Street) including installation of inlets and manholes and modifications to existing structures. • Removal of asphalt on existing brick pavers. • Removal and salvage of underlying brick paver (including cleaning, palletization, securing and reinstallation and/or delivery to the City’s specified location). • Replacement/reconstruction of base and asphalt pavement or brick pavers • Removal and disposal of asphalt/concrete pavement, concrete driveways and sidewalks, concrete curb and gutter, and strain pole signals. • Coordination with, identification of, and protection/restoration of existing utilities within the project corridor including adjustment of manhole and utility box elevations. • Construction dewatering during construction. • Stormwater Pollution Prevention. • Maintenance of Traffic (MOT) including vehicles, pedestrians and coordination with homeowner access. • Coordination with, identification of and protection and restoration of existing utilities located within the project corridor • Construction of pedestrian signals • Sod replacement, tree removal, concrete crosswalks, driveway, curb ramp and sidewalk replacement, and roadway and right-of-way repair, including concrete, asphalt, dirt, and gravel replacement in kind will be required at all disturbed areas. • Public Relations including coordination with local residents, City, OUC, Project Engineer. • Coordination with other Contractors performing work within and/or adjacent to the project corridor o Coordination with Howard Middle School and their contractor for the OCPS planned construction work o FDOT SR526 Resurfacing and Lane Repurposing Project (FPID 441143-2) from Hughey to Mills Avenue bidding in June 2024 with an estimated completion date of fall 2026. o OUC’s Water Main Replacement Project on SR 526 from Broadway to Mills Ave, bidding in winter of 2023 with an estimated completion date of fall 2024. OUC’s water main replacements on SR 526 (Robinson Street) will include the work to continue the water main replacements both east and west of the improvements identified in this Summerlin Avenue Improvement project o OUC’s/City’s Underground Electric Duct Bank project on SR 526 from Broadway Ave to Summerlin Ave, bidding in winter of 2023 with an estimated completion date of fall 2024 o City of Orlando’s Robinson Street Sanitary Improvements project on SR 526 from Hughey Ave to Crystal Lake Dr o City of Orlando Downtown Bike Gap Project located at the southwest and northwest corners of the intersection of South St and Summerlin Ave o OUC & City of Orlando JPA - Harwood Street Brick Street Project from Broadway Avenue to N Hyer Avenue (water and sewer main replacements). Water and sewer main replacements within the Harwood Street Brick Street Project will not include the work within the Summerlin intersection limits, however the work zones will go up to the Summerlin intersection on both sides of Harwood Street. Project is bidding in late summer of 2023 with an estimated completion date of winter of 2024. o Marks Street and Pasadena Place Drainage Improvements Project bidding in Spring of 2024 with an estimated construction completion date of fall of 2026.
