THIS IS THE PRE-SOLICITATION NOTICE TO: SPE603-24-R-0506. Defense Logistics Agency - Energy anticipates issuing a RFP within the next 30 days for Defense Fuel Support Points (DFSP) services at DFSP Norfolk, VA to include five geographically separated fuel facilities: Craney Island, Sewell's Point, Chambers Field, and Joint Expeditionary Base (JEB) Little Creek-Fort Story, These services include receiving, maintaining, storing, sampling and testing, internally transferring, and issuing petroleum products.The Government anticipates awarding a firm-fixed price contract from this solicitation. A best value acquisition strategy using the Lowest Price Technically Acceptable process in accordance with FAR 15.101-2 will be used for this acquisition. The expected period of performance is April I, 2025 through March 31, 2029 with one, five-year option performance period of April I, 2029 through March 31, 2034. in accordance with (IAW) FAR 52.217-9. Additionally, the option to extend, not to
exceed six months, will be included IAW FAR 52.217-8. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965).This procurement is UNRESTRICTED. The NAICS code is 493190. All responsible sources may submit an offer which will be considered. A pre-proposal conference will be conducted at Norfolk, VA - date to be determined. www.SAM.gov) and Procurement Integrated Enterprise Environment (PIEE) formally Wide Area Workflow (WAWF). A Request for Information (RFI) was previously issued for this requirement under SPE603-22-R-5X05.
