Theocles, Esq., Deputy Procurement Officer 36 Court Street, Room 307, Springfield MA 01103 PHONE (413) 787-6284 - FAX (413)787-6295 at which time the bids will be privately opened and read. RFP documents will be available February 26, 2021 through www.springfieldcityhalll.com. The City of Springfield, acting through the Chief Procurement Officer of the City is issuing this Request for Proposals to Food Service Management companies who have an interest in providing the City’s School Department with complete School Food
Services. The City hereby requests competitive sealed proposals in accordance with Massachusetts General Laws Chapter 30B, § 6. A mandatory pre-proposal conference will be held in the Culinary and Nutrition Center on Monday, March 15, 2021 at 8:30 a.m. Visitations to school sites will be held immediately following the pre-proposal conference. Proposers should arrange to have no more than two (2) people for participation in site tours. The City is interested in receiving proposals from companies that have demonstrated experience by currently providing school food service management services. Demonstration of the ability to successfully operate a program the approximate size, scope and demographics of Springfield Public Schools by identifying at least one (1) school foodservice program currently operated by a Proposer in a city of similar enrollment size (20,000 plus students), student demographics and scope of foodservice operations in the Northeast. Vendors who request a clarification of the RFP requirements may submit written questions via email to lstabilo@springfieldcityhall.com by close of business March 19, 2021. Written responses of all questions will be provided to all vendors who have requested an RFP. The City of Springfield supports the goal of twenty percent minority and women participation in all contracts. The CPO/Designee reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals.
