USAID/Djibouti intends to execute a non-competitive Total Estimated Cost increase, not to exceed $387,520.59, to existing award number 72060319C00001 titled Djibouti Early Grade Reading Activity (DEGRA) being implemented by Family Health International (FHI 360). The Contact was awarded on February 7, 2019 with an end date of February 6, 2024. A period of performance extension is not contemplated.The additional funds will allow FHI 360 to ensure integration of the Government of Djibouti/Ministry of Education’s (MENFOP) key priorities in the project. These interventions will support the CFEEF (National Teacher Training Center for basic education teachers) capacity by improving the trainer’s capability and knowledge in teaching the French language. CFEEF trainers play a critical role in accompanying the curriculum revision MENFOP has embarked on. Support will also be provided in the experimentation of the new pedagogical practices using ICT, audio visual tools and the Center’s language
labs to teach reading and CFEEF library will receive literary reading books for teachers. The CRIPEN (Center for international Research and Reproduction) of MENFOP will benefit a specific support in the digitalization of textbooks and workbooks and all new pedagogical materials produced under the revised reading program. Support will also be provided in the experimentation and monitoring of all new pedagogical tools, edition of new texts and books and the establishment of 120 reading corners and related materials in primary schools and finally the creation of an educational channel.MENFOP priority interventions will also support its General Inspectorate, which the highest institution directly reporting to the Minister of Education is responsible for monitoring overall quality education. The capacity of the education regional offices under the direction of General Inspectorate will be reinforced through the provision of IT equipment to enable the supervision team to monitor and evaluate effectively the reading program properly all over the country.This notice serves to inform the industry players of this intended procurement action and welcomes their feedback.All comments to be sent to Ms. Yordanos Abraham, Acquisition and Assistance Specialist, at yabraham@usaid.gov copying caddis@usaid.gov no later than April 29, 2020 at 16:00 Ethiopia time.
