RFQ W50S6L23Q0015 - ABAV Kits(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this noticeQ. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii) Solicitation W50S6L-23-Q-0015 is issued as a Request for Quote (RFQ).(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-03, effective 26 April 2023.(iv) This requirement is totally set-aside for Small Business concerns. Offerors -- Commercial Items (Jul 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text.(vii) The Government intends to award a Firm-Fixed Price contract to the offeror that represents the best value to the government.(ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below: a. The Government will issue a delivery order resulting from this solicitation to the quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: (1) Technical acceptability (2) Price (3) Past Performance b. Technical acceptability: The government will evaluate quotes on the basis of whether or not the provided quote is technically acceptable. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. c. Price: Price will be evaluated for fairness and reasonableness. d. Past Performance: Past Performance will be evaluated in accordance FAR 13.106- 2(b)(3)(ii). The Contracting Officer may evaluate past performance based on customer surveys, the Contractor Performance Assessment Reporting System (CPARS), or any other reasonable basis. The contracting officer may use his/her previous experience with the items and services being acquired.(x) Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Feb 2021) are updated at www.sam.gov.
