Equipment Life Cycle Management (ELCM) Program identified Skytron® Image Processors Video Units as a candidate for a VA-wide (otherwise referred to as national ) single award Requirements contract. Skytron® Image Processors Video Units are multi-component systems that are widely used to view live, color video of the interior of the body during diagnostic and therapeutic minimally invasive surgery (MIS). During MIS, an endoscope (in addition to other surgical instruments) is inserted through natural openings in the body or through small incisions. MIS procedures have an advantage over open surgery because they require smaller incisions, produce less scarring, inflict less trauma on the patient, and result in shorter recovery times. The type of Skytron® Image Processors Video Units required for this program have been identified as most advantageous to the Government to be incorporated into a national Requirements Contract. A single award Requirements contract will be awarded IAW FAR Clause 52.211-6, Brand Name or Equal and FAR 11.104, Use of Brand Name or Equal Purchase Descriptions, in accordance with all terms, conditions, provisions, specifications, and schedule of this solicitation herein. Proposals shall contain the terms for cost/price and technical capabilities of the band name or equal equipment. The Government reserves the right to award without discussions. The proposed acquisition is for a Requirements Contract with Firm-Fixed Price (FFP) orders IAW FAR 16.503, Requirements Contract. MIS procedures have an advantage over open surgery in that they require smaller incisions, produce less scarring, inflict less trauma on the patient, and result in shorter recovery times.
